Is Jammu & Kashmir part of the so-called secular India? | Refugees From West Pakistan -- II | | Rustam Jammu, Jan 7: It was in 2007 that the state BJP moved a private member's bill in the legislative assembly seeking citizenship rights for the refugees from West Pakistan. Ghulam Nabi Azad, presently Union Health Minister, was then ruling the state. It was hoped that his government would adopt a positive and ensure the adoption of the private member's bill, but it was not to be. All the Kashmir-based legislators, without any exception, and all the Congress legislators, including those belonging to Jammu province, without any exception, joined hands and defeated the bill in no time. There was no discussion on the bill. It was a summary rejection. Remember, the legislative assembly also witnessed the collapse of several other noble private members' bills. These bills had been moved by the Jammu and Kashmir National Panthers Party (JKNPP) and the BJP. Some them had sought the incorporation of the words "socialism and secularism" in the preamble of the Jammu and Kashmir Constitution, constitution of delimitation commission and parity between Jammu and Kashmir as far as their representation in the legislative assembly was concerned, removal of the provision from the state constitution dealing with the state flag and compensation for the refugees from Pakistan-occupied-Jammu and Kashmir (POJK). On the other hand, the legislative assembly adopted two private members' bills seeking stringent action against those showing disrespect to the state flag and introduction of Shari laws in the state. In other words, the Jammu and Kashmir Government under Ghulam Nabi Azad rejected all the bills which sought empowerment of Jammu and the refugees and closer ties between the state and New Delhi and adopted those which only pandered to communalists and separatists. This was the attitude of the Congress-led coalition government in the state. It's no wonder then that the people of Jammu province, including the refugees from West Pakistan, are seething with anger. In between, they protested umpteen times, but without evoking any positive response from what the people term as the "intolerant, obstinate and Kashmir-centric authorities". As for the refugees from West Pakistan, they have again decided to hold a protest demonstration in front of Parliament House on March 12. The West Pakistan Refugee Action Committee (WPRAC) on February 5 stated that it has been left with no other option but to protest against the authorities in front of Parliament House. The decision was taken in a meeting held under the leadership of Labba Ram Gandhi, WPRAC president. Interacting with media persons, Gandhi said: "Obtaining the permanent resident-ship of Jammu and Kashmir is their right and they have been fighting for it since independence but it is apparent that the government is not in a mood to initiate action towards their demand, so we have decided to go to Delhi to demonstrate in front of the Parliament House hoping our problems and woes would be taken cognizance of and mitigated". Will their demonstration in front of the Parliament House help them achieve citizenship rights or the basic civil and political rights? The answer is a big NO. The Congress-dominated UPA Government, which is under the baneful influence of the Kashmiri communalists and votaries of greater autonomy, self-rule and re-implementation of the 1975 Indira Gandhi-Sheikh Abdullah accord, is not going to consider the demands of the refugees. The reason: They are non-Muslims. The truth is that we are not living in a secular and democratic country. The situation has now climaxed to the point where certain dejected, ignored, persecuted and oppressed non-Muslims have started saying that "it is a curse to be a Hindu in the only Hindu-majority country in the world".
