Proposed counter terrorism centre needs free hand

As compared to Washington New Delhi's approach towards tackling terrorist activities has been quite slow. When one talks about the speed and haste the US government has shown in developing a foolproof counter terrorism measures and mechanism one refers to the steps Washington has taken after the biggest terrorist strike on September 11,2001. It is the result of a well planned counter terrorism measures that incidents like 11/9 were never repeated in the United States during the last 10 years. Against this one major terrorist strike has followed the other in various states in India. Apart from Jammu and Kashmir state major terrorist strikes after the 2008 Mumbai mayhem have been witnessed in Gujarat, Delhi, UP etc .When on September 11, 2001 terrorist blew up the twin trade tower killing about 3,000 people the then Chief Minister of Jammu and Kashmir, Dr Farooq Abdullah, had quipped "it is better for the intelligence and security agencies in the USA to send their teams for training in counter terrorism operations in Jammu and Kashmir." Farooq did not seem to be totally wrong because the terrorist strike in the world's most powerful nation was neither anticipated nor foiled by the American forces. But if in 2001 Farooq Abdullah was right Washington has, by adopting new counter terrorism strategy, proved the Indian Minister for New and Renewable Energy wrong.
During the last 10 years Washington has framed a joint strategy with its allies resulting in the NATO forces being trained in tackling terrorists in areas which have been almost a haven for them which includes mountain locked Afghanistan, Pakistan, Iraq and their adjoining areas. Besides this Washington has set up counter terrorism centre under the command of the CIA. Various agencies assigned with the task of monitoring the movement and plans of various terrorist outfits have been brought under the counter terrorism centre. If one talks of the success Washington has achieved in preventing terrorists from repeating September 2001 incident one does not miss to appreciate the role the officers and experts in the counter terrorism centre have played during the last 10 years. In fact the Indian Home Ministry had, soon after the 2008 Mumbai incident, decided to follow the American pattern. In this context the Cabinet Committee on Security had cleared the plan for setting up a counter terrorism centre in New Delhi. But for about three years the Congress led UPA Government has been quite slow in putting into practice the design of the centre.
The centre deserves the credit for having initiated prompt measures during the last six months and it is expected that the proposed National Counter Terrorism Centre (NCTC) is to be born within one month. Though some basic features of the centre are similar to the one in the USA other contours in the Indian model are more elaborate and broadcasted. The proposed NCTC will act as a super boss and various intelligence agencies, including the IB and the RAW, besides intelligence units in all the states, have to work under the Centre and coordinate all their activities with the new body. The NCTC will be headed by a senior IPS officer of the rank of Additional Director General. The centre is to have powers to summon the NSG commandos and forces deployed in different security agencies. The proposed centre is to coordinate between the National Investigating Agency (NIA) and intelligence agencies in rest of the country for analysing plans of terrorists. Once the NCTC finds the need for a strike against a terror module or terrorist hideout it can summon security forces and direct them to launch operations for flushing out and for eliminating terrorists. One thing needs to be given a serious thought. The NCTC officials and experts need to be equipped with latest gadgets in order to get specific information and they should get all facilities and funds for increasing the size and strength of the field sources required to keep the channel of communication between the sources and the NCTC officials functional.
