CB produces challan against man, 2 sons for using fake PRCs to get k oil depots

JAMMU, Feb 08: The crime branch (CB) of state police today produced challan in the court of chief judicial magistrate (CJM) here for obtaining kerosene oil and ration depots on the basis of fake permanent resident certificates (PRCs).
The challan was produced against Dular Chand Gupta of Badgaun Narayanpur in Patna, Bihar, and his sons -- Krishan Gopal Gupta and Rajnesh Kumar Gupta -- under sections 420, 467, 468, 471, 120-B and 201 of RPC. The family is at present putting up at Qasim Nagar.
A written complaint was lodged against them by one Romesh Chander Sharma, son of Vishwa Nath Sharma of Qasim Nagar, in which he alleged several people from Patna had got ration/ kerosine oil depots on the basis of fake PRCs.
He alleged that the accused had two such kerosene oil depots and three ration depots at Qasim Nagar, Rajiv Nagar and Kranti Nagar.
Taking cognizance of the complaint, CB initiated a probe into the matter. On the recommendations of the inquiry officer, a case was registered against the accused.
Dular Chand had come to Jammu alongwith his family about 30/35 years ago and started working at the railway station here.
In 1989 when the life of people near Tawi banks got disturbed due to floods, he took benefit of it managed to get a licence of fair price ration depot.
A kerosene oil depot was also allotted to him vide Licence No 96 dated January 11, 1990. In 1998, he approached food and supplies department for getting ration/kerosene oil depot Licence for his sons Rajnesh Gupta and Krishan Gopal. When he came to know that PRCs were manadatory for issuance of such licences, he met with Kewal Raj, a clerk in DC office, and managed to get prepared fake PRCs for Rajnesh Gupta and Krishan Gopal.
After managing the fake PRCs, the accused applied for issuance of ration/kerosene oil depots in CA&PD department and got them.
It was clearly established that the accused after hatching a criminal conspiracy with Kewal Raj (now dead) prepared the fake PRCs and managed to obtain ration/ kerosene oil depot licences by fraudulent means at Qasim Nagar.
