Contractors welcome 'e-tendering' initiative | | | EARLY TIMES REPORT Jammu, Feb 8: J&K Contractor co-ordination Committee under the chairmen ship of Ghulam Gelanni Purza has welcomed the initiative from Chief Minister Omar Abdullah Sahib for ordering E-tendering for the development works in our state. "The process will definitely bring more transparency accountability and more development through the registered experience contractor's of the state, they said further adding, "the vision of Chief Minister is being appreciated by working contractor and contractors community as whole." The members further said that government should also provide alternate tendering process in non networking areas/remote areas where networkings have constant problems. Government should arrange funds before putting the works to tendering and mention m the NITs' that funds are available, Administrative approval accorded and technically sanctioned. Government should also arrange funds for the executed works before 31st march 2012 to clear the pending liabilities of the contractors payments. "Members are concerned about the double taxation on materials 12.5% VAT is being charged on the Key materials and then after 10.5% service tax is charged on same materials consumed at site of works. Immediate necessary orders may, be issued to avoid double taxation, contractors association said further adding, "instead of contractors, Drawing and disbursing officers deducting service tax at source may file returns directly to sale tax department to avoid unnecessarily harassment to the contractors for obtaining NOCs before submission of tenders. Members urged the govt to enhance allotting estimate sanctioning powers of the chief ministers from 200 Lacs to 500 Lakhs. |
