Hats off to the Ladakhi Congress leadership | Matter Of Shame | | Neha JAMMU, Feb 8: It must remain a matter of shame for the Jammu-based Congress leaders and ministers that they have never ever taken any initiative whatever to project the problems the people of Jammu province have been facing since 1947. The fact of the matter is that the people of Jammu province have come to the conclusion that the "Jammu Congress leadership has sold their interests to the Kashmiri leadership for the promotion of their own vested interests". They appear quite right when viewed in the light of the fact that the senior Congress leader and Deputy Chief Minister lobbied with New Delhi only a few days ago and got for the Kashmir's Dal Lake an additional package of over Rs 350 crore. Compare the Jammu Congress leadership with the Ladakhi Congress leadership to find the difference in their attitude towards their respective constituencies. In fact, there is no comparison between the two. The Ladakhi Congress leadership, unlike the Jammu Congress leadership, is religiously committed to its constituency and this can be seen from what it did yesterday in New Delhi. A delegation of Ladakhi Congress leaders yesterday met AICC president and UPA chairperson Sonia Gandhi and Prime Minister Manmohan Singh yesterday in New Delhi and submitted to them a detailed memorandum highlighting the problems and needs of the people inhabiting Leh district in the cold-desert Ladakh region. The delegation consisted of Minister for Tourism and Culture Nawang Rigzin Jora, Chief Executive Councillor (CEC) of Ladakh Autonomous Hill Development Council (LAHDC), Leh, Rigzin Spalbar and former Member of Parliament. They are also scheduled to meet Deputy Chairman of Planning Commission of India and discuss with him the problems being faced by the people of Leh and persuade him to financially help them surmount these problems. The delegation drew the attention of the Prime Minister and AICC president to an "action plan" amounting to ` 113 crore for permanent restoration of flood affected infrastructure", action plan already submitted to the governments in the state and at the centre. The delegation pointed out that this much amount is urgently needed to repair the damaged roads and bridges and other important infrastructure damaged in August 2010 by the worst ever natural calamity, floods. "There is a dire need to take up projects pending for approval and funding as the inter-ministerial team headed by K Skandan, Joint Secretary (K), Ministry of Home Affairs, had also strongly recommended the release of funds", the delegation stressed and strongly urged them to hasten the process so that the required funds are released and the damaged roads, bridges and infrastructure are restored to their original position in order to mitigate the hardships of the people, who remain cut off from the rest of the country for months each year. The other demands of the Ladakhi Congress leadership included "special allocation for the completion of Rs 414.58 crore project for Greater Leh Master Plan, as the state government is not in a position to set apart this amount"; allocation of Rs 16.69 crore for the completion of works initiated under the Prime Minister's Reconstruction Plan; immediate grant of Rs 900 crore so that Ladakh is connected with the Northern Grid and the possibility of "further escalation of the project cost is averted"; and grant of another Rs 65-crore package for the construction of 65 Khardongla tunnel and all-weather road to Leh via Parangla, Himachal Pradesh. The response of the Prime Minister was very positive. He assured the delegation of all "possible help to Leh district to meet its special needs and hasten the process so that all the pending projects worth hundreds of crore are cleared at the earliest. The AICC president and UPA chairperson also appreciated the delegation and held out a promise that she would do what is required to be done. She told the delegation that the "UPA Government would continue to provide liberal financial assistance to the Ladakh region". This is the attitude of the Ladakhi Congress leadership towards the people of their area. The Jammu-based Congress leaders and ministers must imitate the Ladakhi Congress leadership and defend and promote the cause of their Jammu constituency. The people of this province are fed up with their oft-repeated assertion that "they stand for the equitable and balanced development of all the three regions of the state" and that "they have been working hard for the protection and promotion of the interests of the people of Jammu province". The people of Jammu province want the Jammu Congress leadership to assert its authority and do what the Ladakhi Congress leadership has been doing in the state as well as New Delhi to advocate the Leh cause. |
