Nothing against Peerzada, Chairman BOSE in CB report | Report kept confidential deliberately to let media create hype | | Bashir Assad JAMMU, Feb 11: At a time when Congress President Sonia Gandhi asked the Education Minister to continue and returned his resignation without accepting it, the actual contents of the report of Crime Branch submitted to the chief Minister Omar Abdullah reveal that nothing substantial was found against the Minister and Chairman of State Board of School Education (BOSE) Shiekh Bashir Ahmad. In fact the authenticity of so called preliminary report of joint Secretary, (KD) dated 25-12-2009 leaked to the Press conspicuously (the only document that essentially became the basis of the news stories against the Education Minister and Chairman BOSE) has a big question mark. At the same time the intentions behind not making the report public and keeping press deliberately in dark to go for the self imaginative stories is anybody's guess Sources revealed that not even a single word hinting at the involvement of Education Minister in the unfair means case of his foster son is contained in the report. Rather the report has emphatically made it clear that the three answer scripts of Imam Soban pertaining to Mathematics, Urdu and Social Sciences were conspicuously preserved by the then Joint Secretary Secrecy as convener of the unfair means committee while on the other hand the same Joint Secretary (having mandate to dispose of all the unfair means cases before the declaration of results at his own level as convener ) did not withhold the result of Souban in accordance with the norms governing unfair means. Interestingly when the file pertaining to the unfair means case of Souban was referred to the then Secretary (now Chairman) by the same Joint Secretary Secrecy, he on 18 November 2009 puts a note on it which reads, "before we may proceed ahead let the report of inspection team be procured for arriving at any logical conclusion" and with these remarks returns the file to the Joint Secretary Secrecy. On 25-11-2009 barring Imam Souban all the candidates booked under UFM Act whose number was 222 where show caused and directed to appear before UFM committee for disposal of the cases. However on 15 December 2009 the said Joint Secretary submits his comments which read, "After going through analysis report, after comparing it with last year it seems there is lea pass percentage in Science at A which may kindly be taken note of and necessary grace etc. awarded in order to improve pass percentage. Rest is OK as there are no reports of mass copying anywhere, submitted for perusal and order please." As is apparent now in his final report the Joint Secretary secrecy has not even remotely hinted about the pending case of the examinee (Souban) which simply means that the file was conspicuously kept secret. On 20-12-2009 the results were declared and interestingly after declaration of results i.e. 25-12-2009, the so called confidential preliminary report was prepared by the then Secretary secrecy wherein he conspicuously puts blame on the then Secretary for not registering any case of UFM against the candidate. The preliminary report makes a mention of a hand written chit recovered from the candidate and also mentions that answer scripts of Urdu/Math (P-11, P12) were written in two hands. However the Crime Branch report has revealed that the hand written chit in question was of no use as it was not pertaining to any question put in the question-paper. Sources said that the then Chairman Deshbandu Gupta has revealed before the Crime Branch that he never received the so called confidential preliminary report of the Joint Secretary secrecy which was directly addressed to him bypassing the Secretary in breach of business rules of BOSE. Then the contents of the so called preliminary report available with this newspaper reveal that it was a deliberate attempt on part of the Joint Secretary secrecy to target the Minister and the Chairman. Had the then Joint secretary secrecy (Mukhtar Ahmad Jallu) dealt the said candidate (foster son of Peerzada) at par with 222 other candidates under UFM Act, it would not have been aggravated. Because the Crime Branch report explicitly makes it clear that at no point of time the Education Minister prevailed upon the BOSE authorities nor did he ask for any special treatment to his foster son. The Crime Branch report however states that the principal of the Vision school N.A. Laharwal had of course approached the Superintendent of the examination centre requesting him to be friendly with the examinees of his school as it was the first batch from that school appearing in the matriculation examination. CB report makes mention of Dr. Tasleema ( W/O Peerzada Sayeed ) only once saying that she had approached the administration of the Vision school Humhama for admission of her son. Beyond that the remotest possibility of indicting Peerzada in the report does not seem inside, sources said. The intentions of Jallu can be judged from the fact that he did not handed over the file to his successor Noorudin Bhat or for that matter to Sheikh Shabir who is currently Joint Secretary Secrecy. Interesting he did not even disclosed it before Naseema Lanker who was given additional charge of Chairman BOSE after the retirement of Deshbandu Gupta. Then there arises a serious question as to why the report of the Crime Branch was not made public and why the press was allowed to guess in wilder in darkness which forced the Education Minister Peerzada Muhammad Sayed to resign when there was nothing against the minister. |
