Peerzada's resignation:A case of much ado about nothing

Jammu, Feb 12: The story of resignation of Peerzada Mohd.Syed from the cabinet and its rejection by the AICC Chief,Sonia Gandhi,has ultimately been a saga of much ado about nothing. It looked like a storm in a tea cup.
But the entire affair has not reduced the level of conflict between the Congress and the National Conference. Indications are that the Congress will try to get back the portfolio Peerzada held so that it is given to a Congress minister.
Will the minister's resignation and its rejection hasten the process of cabinet reshuffle and expansion in Jammu and Kashmir ?Without answering these two questions in clear "yes" or "no" senior congress leaders say that it all depends on the Congress high command.If the party high command asserts itself as it did in case of Peerzada's resignation the Chief Minister may have no other alternative but to go in for cabinet reshuffle and expansion.
Those who hold this view also believe that Omar Abdullah is not only the Chief Minister but a leader who has been leading the Congress in Jammu and Kashmir during the last three years.During the last three years Omar Abdullah's opinions and policies have received support from the Congress high command.
In support of their contention they refer to Omar Abdullah's procrastination on cabinet reshuffle and expansion.What seems surprising is the way he has opposed inducting a congress legislator to fill one seat in the cabinet that was left vacant after G.M.Saroori resigned following his ward's impersonation case in the entrance examination in 2010.Equally surprising is the way Omar has kept the Public Works portfolio with him since Saroori's ouster.
Reports said that after Peerzada's incident the Congress leaders have renewed their campaign for cabinet expansion.According to senior party leaders,there are three vacancies in the council of ministers and two seats are to be filled from the Congress and one from the National Conference.They said Omar was delaying cabinet expansion because of two factors.
First, he was not willing to increase the size and strength of the Congress in the council of ministers.Informed sources said that Omar would not like to be marginalised during the cabinet meetings if the council of ministers has more congress faces.Secondly, since only one NC candidate could get berth in the cabinet Omar Abdullah does not dare to invite problems within the National Conference when there are several legislators waiting for berth in the cabinet.
Congress leaders in Jammu and Kashmir are so eager to get the council of ministers expanded that they want Chief Minister and the Congress high command to finalise expansion before the start of the budget session of the state legislature and prior to the civic elections.
However, If Omar has his say, as is expected, the cabinet expansion and reshuffle may take place after the end of the budget session of the state legislature and after the civic elections. That would help Omar Abdullah to receive total obedience from both the Congress and the NC legislators.
One report said that some ministers belonging to the Congress and the NC were not keen on cabinet reshuffle and expansion because they fear that some of them may be dropped in the proposed reshuffle and expansion.
As per this report the Congress high command has decided to infuse life in the party unit in Jammu and Kashmir.The plan is to be implemented soon after the Assembly election results in five states were out. This way the Congress reorganisation in the state was inevitable along with new guidelines for running the ruling coalition in the wake of rumours that the National Conference leadership was trying to run the show on its own that too without sharing power with the Congress.
The NC leadership is stated to be interested in experimenting with the going alone only after the election results in five states.In case the Congress emerged a winner the NC leadership will drop the plan of discarding alliance with the Congress.
