Kathua, Feb 12: The State Govt has surrendered its dignity and respect before the industrialist by taking the decision of reducing the 90% to 55% jobs to locals in the industrial sector.
The senior most leader of the CITU Raj Kumar has strongly criticized the state coalition Govt for taking anti people and anti unemployed youth policy to please their associate industrialists by reducing the 55% job to locals instead of settled agreement of 90% job in industrial sector to local.
The advocacy for extending the Central Capital Investment Subsidy Scheme for ten years more and cutting down on 90% jobs to locals to 55% by the Chief Minister Omar Abdullah in order to strengthen the benefits of industrialist is also another onslaught on the youth and common man of the state also.
He further said that as per the scheme which is going to be expired on 14 June 2012 the established units are getting lot off financial benefits from the both state and centre without returning required result to the state.
And this plundering of the huge money in the form of incentives is not only by the industrialist alone it is all going on in collaboration with the corrupt and brutal hands of bureaucrats and top politicians of the state also. The industrialists are getting Sale Tax exemption, Toll Tax exemption, Machinery subsidy, bank rebate, 50% electricity expenditure rebate, similar benefits from state owned Industrial policy like 100% Excise exemption for ten years, 5 years of 100% income tax holidays, Capital Investment Subsidy up to Rs. 30 lakhs and Rs 45 lakhs for thrust area project.
It also includes Land on 90 years lease, Govt. of India Grant up to Rs. 75 lakhs @ 33.33% for Food Processing Industries, up to Rs. 4 Crores subsidy on Agro-based Projects under mini mission-IV.100% and Subsidy on Testing Equipments / DG Sets.
Inspite of all these huge financial benefits to the industrialist the employment to the locals @ 90% totally failed and has put the youth to suffer and biggest dent to the state budget also. Moreover he said in this stage the CM's advocacy for extending the scheme is not a mature step in the favour of people of the state.
The locals are badly harassed and exploited by the industrialists on very meager salary against the 12-14 hours daily hard work.
He said that the violation of Labour Law and Pollution Control Board is on peak as no authority has dared to make the strong and effective check on these industrialists to stop the violation.
He said if the NOCs of different departments like PCB, PDD and PHE are demanded by the Govt from industrial unit to clear their subsidy dues then why not asked for NoCs from provident Fund department, which must also be demanded by the govt. The plundering of huge money by the industrialists in the form of incentives must strictly be checked before advocating any kind of financial benefits for the industrial
