Panches, Sarpanches to launch agitation if not empowered fully: Mir

Jammu, Feb 13: Annoyed over the attitude of state government, the elected Panches and Sarpanches of Jammu and Kashmir have threatened to launch a state wide agitation if the Panchayats of the state were not empowered fully at par with Rajasthan and Himachal Pradesh states by implementing 73rd amendment of Indian constitution regarding Panchayti Raj. Addressing a press conference here today, Convener of Jammu and Kashmir Panchayat Conference (JKPC) Shafiq Mir, Sarpanch Panchayat Halqa, Poshana of border district Poonch warned the state government of dire consequences if any attempt is made to dilute the Jammu and Kashmir Panchayat Act 1989 through a bill being drafted by a special committee of legislators constituted by government regarding the identification of powers of legislators. Terming this move of the government as an interference in functioning of Panchayats which will not only dilute J K Panchayat Act but it will also weaken the basic democracy in the state. The J&K Panchayt Act 1989 says that there will be three tier Panchayti System in the state.
As per this act, after the Halqa Panchayat elections, the government had to conduct Block Council Elections and thereafter District Panchayat elections. But the government has not completed the process as yet as per the provisions of the act which indicates non-seriousness and ill-intention of the government, said Sarpanches. They also accused government and Chief Minister Omar Abdullah for deviating from the promises they had made with the Panchayts regarding empowerment. " It is the matter of regret that despite hundreds of promises on records made by Chief Minister Omar Abdullah regarding empowerment of Panchayats nothing has been done so far which indicates that the intention of the government was doubtful and it was merely confined to Lip-Service. We have been deceived by none else but Chief Minister himself, who has been orchestrating empowerment of democracy at grass root level," said Sarpanches.
