MLA sabotaging PRIs in Majalta, alleges Panches-Sarpanches

MAJALTA, Feb 13: Sarpanches and panches of Majalta block have accused the local MLA of trying to sabotage the proper, independent functioning of Panchayati Raj Institutions (PRIs) here.
They accused that local MLA has issued strict directives to the block-level officers to not to entertain any demand or developmental work projected by panches/sarpanches of the area unless it has his endorsement/approval.
They called upon the government to get the transcripts of speeches delivered by the MLA during his repeated tours of the area after Panchayat elections where he has repeatedly and vociferously declaring, "Mere bina yahan pe to patta nahin hilega." Now that he has let loose another campaign in the area that in case sarpanches/ panches want development in their constituencies, they would have to vote for the candidate of his choice with respect to ensuing elections for Block Development Council. Whereas similar smear campaign has been started by the MLA in Ramnagar, Dudu-Basan tgarh and Ghordi blocks too, forming part of Ramnagar assembly segment. The teacher-brother of local MLA has already put in his resignation papers and projected him as a prospective candidate for the post of BDC chairman for Ghordi block.
They lamented that if the government had to place sarpanches/panches at the mercy of MLAs, where is the significance of the slogan, "Lok Raj through Panchayat Raj" where is the essence of the very concept of local self-government.
While chairing the meeting and speaking on the occasion, R S Pathania, senior Pradesh Youth Congress leader, said that Panchayati Raj is the brainchild of the visionary Prime Minister, Rajiv Gandhi who had dreamt of bringing absolute transformation of grass root level rural people by involving them in the development and decision-making process. But it is a pity that the said Act has been reduced to a 'sham' in J&K. It seems that the legislators and powers-that-be cannot help devolving real powers upon the elected Panchayats.
