Commissioned in 2002 Upper Sindh Hydel Project proves a failure

SRINAGAR, Feb 13:Commissioned in year 2002 the Upper Sindh hydel project has failed to generate power to its full capacity. The project which was designed for 105 mws of power hardly generates 35 mws of electricity this time while the power generation in Summer season from this project is just 50 to 60mws.
The failure of the project to generate the electricity to its full capacity has failed the claims of the government to make the state self sufficient in power generation. The project which has been constructed at the cost of over Rs 125 crore has proved a total failure.
According to sources the government had made claims of overcoming power shortage in the state to a great extent with the construction of this project which after Lower Jehlum Hydel Project was second to generate 105 mws of electricity. However this project since its commissioning could not generate the power to its full capacity.
Sources said that failure of the government to have a full fledged Power Minister to take care of the problem has also given a field day to concerned engineers who have been hoodwinking the Chief Minister by manipulating the things. Had there been a fullfledged Cabinet Minister of Power the things could have been different to a great extent sources added.
Sources said that over 300 metres of canal from Wangat side eroded near village Panzen and for last one year it has not been restored. Besides penstock of the Power House is not also properly functioning resulting into the generation loss.
Sources said the engineers engaged for construction of project have failed to take care of these things that resulted into failure of project. One turbine of the Project is not functioning, sources added.
Sources said that the design of the project has been a total failure as after commissioning of second unit entire water came back from tailrace channel forcing the engineers to run only one unit.
During the last 10 years of its commissioning the project developed three major snags sources said, adding 300 metres of canal eroded near Penstock Panzen in 2009 and till date it has not been restored. The engineers are yet undecided how to restore the canal. They are consulting the engineers from outside for their advise also but till date no concrete decision was taken.
Sources said that even penstock of the project also developed a major snag over some years back and it was restored bys pending an extra Rs one crore.
The power employees are blaming engineers for the problem. The chairman Kashmir Electrical Employees and Workers Association (KEEWA) Mir Ghulam Rasool demanded a thorough probe into the matter and action against the guilty engineers.
Holding the engineers responsible for the problem Mir said this way they have put the State exchequer to a heavy loss. Mir said the project generates 35 mws of power on peak hours that is evening time while it generates 10mw .
