Government should not exploit the needs of Unemployed youth like some in Private Sector may do

drawn the attention of the politicians at the time of elections. Politicians appear extra concerned, rather pose extra concerned, for the empty stomachs. The promises and visionaries that have come from the politicians during January / March 2012 elections to five legislatures of Indian States are no different. Tall promises are being made by the political parties like (i) providing food grains at Rs. 2 / to all or free of cost to the poor / aged senior citizens (ii) providing employment to unemployed. But such promises have not so far been that truthfully executed in the past.
The manifestoes are released just a few days before elections. No one gets enough time to question the politicians about the magic band they would hold after the elections for bearing the costs of free ration or subsidies as well as generating so many government jobs for the unemployed. Many in the media ( particularly electronic channels) too do very less thinking on the promises and remain busy in working out the success prospects of different candidates and parties.
As regards Punjab it has been quoted that there are more than 45 Lac unemployed in that state. The number being quoted for UP is much much larger. In J&K too some times figure for even the registered unemployed youth holding qualification of High School and above has been quoted as nearly 5 Lac by official agencies ( 2009) . The unemployed youth has always been hopelessly hoping for some good and is exploited the most during election season.
Earlier it was often alleged that the private employers have always been exploiting the un employed qualified youth by paying them very low wages. But now this allegation could be put on the governments too. The instances of the Government exploiting the unemployed needy could be well seen in the employment schemes like Rehbar e Taleem, Rehbar e Ziraat, Rehbar e Tamir . Under these schemes people are appointed at wages of about Rs.100 per day with a promise for regularization after 5 or 7 years. The people who are employed under these programmes even hold qualifications like B.A / M. A / B.Sc / M. Sc/ B.Sc Agriculture / B.E etc. Imagine, when highly qualified people are opting for even such uncertain careers what will be the position of unskilled labour class?.
J&K Government had added another unfair chapter by issuing order No 257 F of 2011 on 27 Oct 2011 laying down Modalities for fixed salary mode of Recruitment in Non-Gazetted categories. The said order is based on recommendations of Standing Committee constituted vide G.O. No. 319-GAD of 2011 dated 10.03.2011 to examine modalities for proposed future recruitment in a fixed salary mode against class-IV, I11 and other Non gazette posts. Under the said policy employees recruited against regular graded posts would be paid fixed wages ( about 30 % of the due wages and allowances ) for first two years and the same would be revised ( to about 40 percent of the due wages and allowances ) after two years and would remain unchanged for next 3 years. After 5 years of appointment the employee will paid the actual wages as due in the grade of the post. And this would apply only to new recruits and not to those from in service candidates on promotion. So Strangely said order was issued on the recommendation of a committee comprising of in service government employees.
When posts are regular, job to be performed is same, where lies any logic to pay less salary. Only intentions that could be read could be desire to exploit the needs of the unemployed youth. This has to be condemned. And more over why such rule only for non gazetted employees. Why should not it apply to all categories including IAS /KAS/ IPS/IRS/IFS . One senior minister has argued that by doing so government would get 3 to 4 times more working hands with same expenditure on salaries. No doubt the said government order has been with held for the time being. But, government should on its own with draw this order without waiting for any legal intervention.
These days women candidates holding even Phd. Degree apply for the post of school teacher where a secondary school pass too can apply.
Similarly there are thousands of unemployed youth ( even some middle aged people) working as daily wage employees with the government. In J&K the daily wagers working in PDD or PHE or PWD are often found sitting on dharna or demonstrating demanding regularization. At occasions government has come out with schemes for regularising daily wagers having worked as daily wager for 7 years or so. But there are still many DW in 2012 who may be working for more than 10 years in some Government Departments. No doubt the Government jobs in principle have to be need based and not for simply giving employment to people. So, it can be laid in policy to make a daily wager or casual or contractual employee regular after 5 or 7 years only when it is certain that the job requirement has to stay on. And in case it is known at the time of appointing a person that the job is need based and has to stay on, then why should not the candidate be appointed in regular grate at first instance itself ? At the most one could be kept on probation for some time? So, it needs to be asked that in case as a policy a daily wager is to be appointed by the government in regular grade after 7 years or a Rehbar e Talim is to be made a regular grade teacher after 5 years, why not to appoint him in the regular grade in the first instance it self.
In case the politicians are so serious about the need of the unemployed one would ask them why do they not stop exploiting the unemployed ? Why do they not do away with the employment programmes like Rehbae e Taleem, Rehbar e Ziraat, Rehbar e Tamir ? Why do they not do away with the system of running the regular services with daily wage linemen in departments like PDD ? Government by adopting such practices is (i) exploiting the hunger of the un employed (ii) paying Rs.100 / Rs.150 per day to an employee who otherwise is working on a job on which a regular grade employee gets atleast around Rs.750 per day with perks and is covered with a good social security (iii) playing with the future of many who are growing in age hoping to get regular employment (iv) providing opportunity to the corrupt elements for exploiting the needy voter citizens hoping for regular employment some day (v) and even playing with the needs of the students & farming community by leaving them at the disposal of unsatisfied under paid teachers & Agri experts.
This is enough to demonstrate the level of curse of unemployment that people in the Indian states like J&K live in.
So, in case the politicians are really interested for the welfare of the unemployed people they should stop making the type of promises like the one as have been made during January / March election in states like Punjab and UP by Congress ( creating 20 Lac jobs ) or BJP ( one Cr jobs in five years ). Pressures need be created on the politicians for putting an end to programs and policies that appear like exploiting the poverty and needs of the unemployed.
