Govt initiates dialogues with Panchayats on bill row | Assures full implementation of JK Panchayat Act | | early times report JAMMU, Feb 15 : A day after Jammu Kashmir Panchayat Conference (JKPC) threatened to launch an agitation through out the state if state's Panchayati Raj act 1989 is diluted or weaken with the more empowerment of legislatures, the government of Jammu and Kashmir has initiated dialogue process with the representatives of the Panchayats. On Wednesday, Panchayati Raj Minister Ali Mohammad Sagar held a detailed meeting with the eleven member delegation of JKPC led by Sarpanch Shafiq Mir in civil secretariat after the former invited the latter for talks. In the meeting, empowerment committee member and Congress MLA Abdul Majeed Wani was also present. In fact, the anti Panchayat bill row had come to light when PDP MLC, Murtaza Khan walked out from the empowerment committee meeting which was formed by Speaker Assembly Mohammad Akbar Lone to draft legislation regarding the special powers of member assembly in his constituency . Murtaza Khan was the only member who had walked out from the meeting saying that the bill being drafted was anti-Panchayats . When the Panchayats came to know it, the organization of elected Panches and Sarpanches raised alarm and threatened agitation and mass resignation. On behalf of government, Ali Mohammad Sagar assured the Panchayat delegation that Jammu and Kashmir Pancha-yati Raj act will be implemented in the state with its word and spirit and no such legislation would be passed which will dilute the state Panchayati Raj act. On this development, Shafiq Mir senior member of JKPC said that regarding the controversial bill they have decided to " wait and watch" and see that how much government translates its promise. However, Shafiq Mir said that Panchayats in the state will be empowered in the state only after the implementation of 73rd Indian constitutional amendment regarding Pancha-yati Raj. |
