India worried over political instability in Pakistan | | | Though New Delhi treated the su preme Court indictment of Pakistan Prime Minister,Yousuf Raza Gilani,as an internal matter of that country,India is,in fact,worried over the growing political instability in its neighbour.By conviction or by compulsion Gilani has ,during the last over three years,evinced keen interest in promoting cordial ties between Islamabad and New Delhi.If the level of trust defict between the two sides has shown signs of decline it is the result of positive approach on the part of Gilani who was once described by Prime Minister Manmohan Singh as man of peace.Well Gilani or for that matter President Asif Ali Zardari has been instrumental in creating an atmosphere which was conducive for holding bilateral talks at varous levels only after the two had been able to strengthen the roots of democracy which otherwise have remained quite fragile in Pakistan.When the impression went round that various democratic institutions in Pakistan have started being functional it put the Army and the ISI on the defensive.This suited India because over the years the Army and the ISI in Pakistan have not been in favour of promoting friendly ties with India. The Supreme Court's indictment of Gilani on charges of violating the court order on writing a letter to the Swis Government for reopening the case against President Zardari has added to the worries of New Delhi.Unfortunately the apex court did not accept Gilani's plea that he cannot write to the Swiss authorities to reopen the case against Zardari because the Pakistan Prime Minister enjoyed immunity.It seems that the apex court in Pakistan has followed the Indian courts as far as judicial activism is concerned.In India not only the Supreme Court but other High Courts have made it difficult for the central and the state Governments to cross the Lakshman Rekha.During the last over five years people in India are witness to the new phase of judicial activism.State and central Government functionaries besides top political leaders dread this judicial activism which at times places state authorities in embarrassing situation. Without going into the merits of Court indictment of Gilani if India is worried it is not without valid reason. New Delhi does not want democratic structure to fall in Pakistan.India wants roots of democracy in Pakistan to grow stronger than they have been during the last several decades when the country has remained under the mantle of military dictatorship for more years than under the civilian rule. India has a reason to feel worried over fresh threat to democracy in Pakistan because Army takover in Islamabad could give new dimensions to the two-decade long militancy related incidents and violence in India,including Jammu and Kashmir.If it has taken more than seven years for the two sides to shed animosity,mistrust and hatred the era of conflict can be back if the Army and the ISI succeed in dislodging the Zarari led Government.Just one instance is sufficient to support this view.The Cabinet in Pakistan decided to grant Most Favoured Nation status to India.But a decision taken by the cabinet three months ago could not be implemented because of stiff opposition to the plan by the Army and the ISI.One should support judicial activism in Pakistan so that those who are in power do not deviate from the constitutional framework but at the sametime the honourable judges in Islamabad need to weigh the need and importance of survival of democracy. |
