What happened to Major Avtar's extradition?

Jammu, Feb 15: Eleven months have passed since the state government said that a team of officials had gone to Delhi to press for Major Avtar's extradition. Major Avtar Singh who is wanted in a case of murder in Srinagar was arrested by US Police for a family dispute in February last year.
The officials expressed hope that the team's efforts would bear fruit. However, while, the government was feeding lies to the people, a video circulated by human rights defenders showed an American top official telling his sub-ordinate that no request for Major's extradition had been received from Delhi. He was accordingly directed to release the Major.
The video evoked severe reaction from the people forcing the Chief Minister to issue a statement. The Chief Minister assured prompt action into the matter. He said that papers for Major Avbtar's extradition had been prepared and the state government would soon seek his extradition.
Informed sources, however, say that no papers have been prepared and no request for Avtar's extradition had been forwarded to the US government.
Major Avtar is wanted in Advocate Jaleel Andrabi murder case. The slain Advocate who also worked for enforcement of human rights was taken into custody by Major Avtaar Singh on March 8, 1996 near his Peerbagh (Srinagar) residence. On March 27 his partially decomposed body was fished out from Jehlum near Rajbagh.
Accordingly a case was filed against Major Avtaar Singh. The Union of India while responding to the petition solicited an affidavit stating that the Major was untraceable. "He worked for the Territorial Army which is not a regular force and could not be, therefore, traced out", the affidavit read.
Last year the relatives heard that Major had fled to US and was living a lavish life. The Court of Chief Judicial Magistrate (CJM) sought help from the Interpol. A warrant of arrest was issued but the erring Major could not be traced out.
Noted human rights activist, Advocate Parvez Imroz said: "The State government has filed a case against Major Avtar and as such it is under a moral, legal and constitutional obligation to seek his extradition. If the state government is not seeking Major's extradition, it is a serious lapse on its part", he said.
