Allege deviation in transfer policy, victimization of employees | Teachers appeal CM | | Early Times Report Srinagar, Feb 16 : Teachers of School Education department Thursday hoped that Chief Minister Omar Abdullah would take effective steps to stem the rot in the department. "The Department is not strictly following the set transfer policy for teaching and non-teaching staff as a result of which common employee is being victimized. A large number of employees enjoying political or bureaucratic or unionists' backing are working at the places of their choice for the past several years while those with no backing are transferred from one place to another just after staying for two years at a place," a delegation of teachers told KNS. The teachers alleged that only one section officer was heading the gazetted, non-teaching and non-gazetted sections of the directorate for the obvious reasons, seeking a thorough investigation into it. They appealed to the Chief Minister to look into the causes of non-utilization or slow utilization of funds provided for the construction of school buildings in the state under Sarva Shiksha Abhiyan (SSA) since 2002-2003. The teachers said in district Srinagar alone 327 schools had been taken up for construction under SSA from 2002-2003 but till date construction has not been completed. "Same is the case with other districts," they said, adding that the very purpose of univerzalization of elementary education in the state has been defeated due to the non-utilization of the funds provided for construction of buildings under SSA. "The diversion of the funds at some places could not be ruled out," said the teachers, demanding that a thorough probe into the renovations of office buildings at zonal, district and directorate levels should be conducted to ascertain if any diversion of the funds, meant for construction of school buildings, has been made. They revealed around Rs 1.5 crore was spent on the renovation and fixtures of the Directorate during last three years "without obtaining technical sanction from the PWD.""Rs one crore has also been spent on the central heating system of the directorate, incurring expenditure of Rs 11 lakh in winter every year," they claimed.The officials demanded immediate reinstatement of headmasters and principals placed under suspension for showing zero per cent results in the matriculation examination."The government had constituted a two-member committee, comprising principal SIE, Srinagar, and principal DIET, Ganderbal, to look into the causes for zero per cent results in these schools so that responsibility could be fixed accordingly and appropriate action initiated. But neither the committee report has been made public till date nor have the suspended headmasters been reinstated," they said, drawing the attention of Chief Minister, who is also the minister for school education, to this issue. Meanwhile, the teachers also demanded the rationalization of teacher-student ratio in all the schools. "Almost all the schools situated in towns and cities in the state have surplus teaching staff while schools in villages have acute dearth of teachers. In Kupwara, Bandipora and other districts of the Valley, hundreds of posts of teachers, masters and lecturers are vacant. The dismal performance in board examinations in various schools in districts is attributed to the dearth of subject teachers. These posts could better be filled up by way of rationalization. "Rationalization of teaching staff is the only remedy to the malaise of dismal performance of schools," the teachers said.
