Rahul's remarks against BSP, SP an act of desperation....?

Jammu, Feb 16: A February 15 PTI report from Lucknow (UP) reads: "Accusing BSP and SP of making 'only promises', Congress leader Rahul Gandhi on Wednesday tore a piece of paper (read a paper on promises made by non-Congress parties) at an election meeting to drive home the point that 'mere lists' (read manifestos of non-Congress parties) of assurances were of no use. 'They promise that they will give power, water, employment, and if not employment, then unemployment allowance...this is mere list of assurances...,' he said at an election meeting and tore a paper to stress his point. 'Did you understand,' he asked, referring to his act of tearing the paper, and said only promises will not do'. He then charged BSP chief Mayawati and SP supremo Mulayam Singh Yadav with not honouring their commitments made in the past…He said Congress was fighting the elections in the state not for the sake of seats, but for the future of the people and the youth".
This is perhaps for the first time in the electoral history of the country that a political leader has tore the election manifestos of other political parties in an election rally. It must remain a matter of shame him and his party. What Rahul did was nothing but a manifestation of his desperation and frustration. It appears he has lost his balance of mind. It's no wonder then that he has become an object of contempt and ridicule, with the SP and the BJP tearing into him and the Congress party and dubbing them as "arrogant" and what not.
The angry Rahul tore the paper telling the audience that while the non-Congress parties only make false promises during the election days and then forget the same, the Congress party is the only party that fulfills the promises it makes. Absolutely wrong. The Congress has only subverted the constitution, constitutional institutions and the people's mandate and reduced the people's democracy to a meaningless sham. That the Congress only hoodwinks and misleads the people to get their votes or that it does nothing to fulfill the promises it makes could be seen from what the Congress has been doing in Jammu province.
One may or may not believe it, but it is a fact that the story of Congress in Jammu province is one of betrayal, broken promises and deceit. It is one party that ruled the country for almost 50 years and it is ruling the country even today, of course, in alliance with several political groupings. It is a party that has also been ruling the state directly or indirectly since independence. It was only between 1947 and 1953, between 1977 and 1984, between 1987 and January 1990 and between 1996 and 2002 that the state was ruled by a party (NC) hostile towards the Congress, though the NC ruled the state between 1947 and 1953 and between 1987 and 1990 with the full backing of the Congress party. The Congress has been sharing power in the state since 2002. Between 2002 and 2005, the PDP led the state government and the Congress shared power with it. The Congress had Deputy Chief Minister in the PDP-led coalition government. Between 2002 and 2008, the Congress led the state government and the PDP shared power with it for more than two years. The PDP had Deputy Chief Minister in the Congress-led government. The Congress has been sharing power with the NC since January 2009 ignoring the NC's past history.
Despite the fact that the Congress enjoyed a status in the state and despite the fact that it was supported again and again by the people of Jammu province, this so-called national formation never ever worked for the development of Jammu province. The Congress party did hold out solemn promises from time to time, particularly on the eve of assembly elections, but it took no time in breaking those promises.
It would be only desirable if we have a glance at the Congress party's 2002 and 2008 election manifestos. Such an exercise would help us lay bare the disparities between what the Congress leaders like Rahul Gandhi say and the actual ground situation in this province, which has suffered at all levels and in all spheres during all these years of the state's accession to India. In 2002, the Congress election manifesto promised two specific things: End of discrimination with Jammu province and establishment of regional development. During the election campaign, the Congress leadership held out two more promises to woo the Jammu electorate: if voted to power, would constitute a delimitation commission to meet the age-old demand of the people of Jammu province for due representation in the Legislative Assembly and implement the Wazir Commission Report or create three more districts - Samba, Kishtwar and Reasi - in Jammu province and one more district - Bandipora -- in Kashmir province.
The 2002 election manifesto, among other things, said: "When elected, the Congress will establish regional development boards for Jammu, Kashmir and Ladakh to remove regional imbalances, prepare reports and plans for implementation so that the disparities in the political, financial, developmental and administrative fields are redressed and backlog of previous tasks is fulfilled within six years. These boards will be given statutory status…All the three regions have got minorities, which have their special problems. We promise to give full protection to the minorities and do everything possible to safeguard their rights. We will constitute a minority Commission to look after the minority communities…"
The 2008 election manifesto, among other things, said: "When elected to power, party will restructure the Constitution of the State into a federal set-up by setting up separate regional councils for Jammu and Kashmir and further decentralization and devolution of powers to district and block level councils to ensure effective participation of people in the democratic system. Introduce a bill in the new Legislative Assembly seeking to constitute Delimitation Commission for delimiting the Legislative Assembly constituencies as required by law…"
All this only shows the Congress's contempt for the promises it makes. Let Rahul come to Jammu to explain what his party has done to honour the solemn commitments his party made in Jammu in 2002 and 2008. Whom is he fooling?
