Hostel accommodation to Valley students but what about Ladakhi, Jammu students
2/17/2012 12:43:43 AM
Early Times Report
Jammu, Feb 16: The recent decision of the State government to provide Rs 16-crore to Jamia Milia Islamia (JMI) for constructing hostel accommodation to the Students of the State is just another example of its Kashmir centric approach.
Even if the State government is serious about hardships of Students of the Valley then by the same logic same accommodations should be provided to Ladakhi and students of Jammu studying outside the State.
JMI along with few universities in MP are the favourite centre of learning for the students of the Kashmir valley.
By giving financial assistance of the JMI the government said it will provide hostel accommodation to 400 students of the State. But practically it means hostel accommodation for students of Kashmir.
Interestingly the Home Ministry headed by P Chidambaram had in fact decided to reimburse even this paltry sum to the State government.
It's not clear under which head it will be reimburse but what it does suggest is that personal equation between Omar Abdullah and Chidambaram has ensured that Home Ministry will either make or bend rules to accommodate students of Valley in Delhi.
In the absence of the proper staff, thousands of Ladakhi students are staying and studying in Jammu. In addition to it students from Kargil prefer to study in Jammu than in Kashmir.
The hostel facilities in five-degree colleges in the Jammu city are not sufficient to accommodate these students.
The same government has till now not taken a initiative to provide hostel accommodation to them even as they continue to shell out hefty amount for private accommodation.
The state government can take plea from lame excuse of paucity of funds. However, the facts remains that project for hostel accommodation for these students could have been put before Prime Minister Reconstruction Plan (PMRP), where 100% financial assistance could have been provided.
Under the same PMRP government got Rs 400 crore sanctioned for resettlement of people living on Dal. The infrastructure for 14 new degree college for which Rs 70-crore were sectioned under the same PMRP.
It's not only students of Ladakh are suffering on account of absence of accommodation. Every year thousands of Student seek admission in different colleges in Delhi for both Graduate and Post-Graduate courses in both government and private colleges.
Going by the same logic of the government, which had said the necessity of same was being felt for long time, a hostel accommodation at centralized place could have been constructed and provided.
It would have accommodated students from Valley. But the present Government has adopted a myopic, parochial and to an extent pedestrian approach when it comes to keeping regional balance.
Even though it's in knowledge of schemes under which funds can never be a constrain, it's rather deliberately focusing on Kashmir where NC is feeling the pinch of shrinking political space.
