VLEs threaten agitation to press their demands | E-Governance a distant dream | | Early Times Report Jammu, Feb 16: If the plight of VLEs (Village Level Entrepreneurs) is any indicator, E-governance in the Jammu and Kashmir seems a distant dream. The people involved in the project have threatened agitation incase their genuine demands are not met immediately. The National E-Governance project is sponsored by central Government was aimed at making the process of governance smart, transparent and hassle free. The project has been started in the state of J&K through J&K Bank as Service Centre agency almost three years ago and un-employed educated youth from different corners of the state were `lured' to enter into this project as entrepreneurs. Government services and necessary financial support (G2C) were promised to the applicants as a source of income. However, the entrepreneurs have been left high and dry. Government and other agencies concerned have totally failed to make these CSC's (Locally Know as Khidmat centers) viable thus, deliberately putting the career of thousands of youth into jeopardy. Curiously the young professionals have made substantial investment in the centres. The authorities had made the VLE understand that the Government would provide them business with appropriate back up through different delivery agencies. None of this has materialized so far even though the scheme is nearly three years old. According to VLE, the Chief Minister has been holding review meetings with the IT Department. However, the decisions taken in these meetings are never implemented, they said. One such meeting was held by the CM on 2nd August 2011, wherein a high working group was framed to provide immediate recommendations for the survival of this project in the State of J&K. The VLE have demanded Gap-support with retrospective effect vide Govt order no 46 ITD, dated 14.12.2012 immediately. The demands include transfer of Electricity Bill collection service Khidmat Centres without further delay as it almost stands cleared from all the comers concerned. Other G2C services like Employment Registration, Social Welfare etc. which were promised to be channelized through Khidmat Centres are operationalised under NeGP. Service Delivery Project like MP Online is considered till some permanent arrangement is made. Work on projects like C-DAK, SSDG, State Data Centre, SWAN etc, what so ever necessary be completed a~ soon as possible. VSATs provided for connectivity are replaced with alternate means (BS L etc). The VLEs were selected and rolled out by the SCA (J&K Bank) before three years as front end delivery points for the National E-Governance Scheme. All the VLE's (Khidmat Centre Holders) taken into the project are highly and suitably qualified including Post Graduates, MBA's, MCA's and Graduates. They were promised Government services at Branded Centers under NeGP scheme which we can render to the citizens especially in the rural areas thus creating an efficient/Transparent and good- Governance environment in the state of J&K. The Khidmat centres running into loss to the extent that most of them are not in a position to pay their rent and other dues. The VLEs made representations to Chief Minister last year and in the same context a core committee was framed to put forward recommendations. The said committee recommended a monthly stipend of Rs 7500 for each VLE. The recommendations where accordingly approved and a formal Govt order was issued in this regard Vide no. 46 ITD, Dated 14.12.2011. The order is yet to be implemented thus creating problems for all the VLE's literally forcing to them to suffer. When approached, IT department says that they have released money to Bank for us but the Bank says that no money has been received from the It Department. The VLEs have threatened agitation incase tangible measures are not taken immediately to infuse life in the project. |
