Efforts afoot to bridge breaches in J&K Congress
2/17/2012 12:53:11 AM
Reportedly senior Congress leaders in Jammu and Kashmir have initiated measures for bringing about reconciliation between the two factions in the party. Nothing definite can be said whether their efforts will bear fruits or not. But a united Congress in the state is the need of the hour. It is needed not only for strengthening the only secular national organisation when the regional parties have remained in the driving seat but also for maintaining regional balance within the state. For over 60 years the National Conference, a regional party and that too Kashmir centric, has played its innings on the political turf of the state. It remained an undisputed and unchallenged political party for several decades. However, birth of the PDP,another regional party , and growing influence of the Congress have posed a serious threat to the National Conference. If not anything else the Congress has assumed the stature of a king maker. This the Congress displayed when the PDP had no other alternative but to share power with the Congress between 2002 and 2008. And since 2008 National Conference has been able to head the Government only after it received support and participation from the Congress.
If one talks of political instabilty and of administrative collapse one holds the Congress as much responsible for this as the National Conference leadership. When the NC-Congress coalition Government was formed it was expected that the Congress would check any political and administrative irregularities that may be committed by the NC leadership. During the last three years the infighting in the state unit of the Congress has been responsible for the political and administrative mess in Jammu and Kashmir. This has been possible because the National Conference leadership in general and Chief Minister, Omar Abdullah in particular, took the congress for a ride. Omar thought it better and prudent to maintain cordial ties with senior functionaries in the AICC and the Congress led UPA Government. In this task he has succeeded. This way he does not feel the need for cultivating the leaders of the state unit of the Congress. In fact Omar has tried to play divide and rule policy by cultivating some of the dissidents in the Congress and ignoring the PCC Chief, Saif-ud-Din Soz, who heads the loyalists.
What is amazing is the way even the Congress ministers are a divided lot.If Taj Mohiuddin, Tara Chand belong to the camp of dissidents, led by the union Health Ministeer, Ghulam Nabi Azad, Raman Bhalla, Sham Lal Sharma and R.S.Chib support Soz. Chib and Peerzada have been seen trying to play safe by maint aining equal distance between the dissidents and the loyalists. It is something else that after the recent resignation episode Peerzada Syeed has gone closer to the camp headed by Soz. This way if the NC leadership sidelines the Congress the Chief Minister need not be faulted. It is the Congress responsible for it. Now that the leaders of both the factions have realised the negative aspects of the factional feud they have started bridging the gap. It may not be difficult for Tara Chand and Sham Lal Sharma to find a meeting groud between the two factions but what matters in the unity bids is the role that Azad. As an influential AICC leader, close to the Gandhi family, and as union Minister he has patronised those in the Congress who support him. He has been always in search of establishing his roots in Jammu and Kashmir. Hence it would be better for Sonia Gandhi to ask Azad to mend fences with Soz. This can be done if Soz and Azad shed ego needed for strengtheni ng the Congress in Jammu and Kashmir.
