Discrimination in 'roads connectivity' shall be fought tooth and nail: Harsh

Jammu, Feb 17: Harsh Dev Singh NPP MLA and its working chairman today lambasted the State govt in general and PWD Deptt in particular for doling out the most hostile, discriminatory and highly biased treatment to Jammu region in the matter of construction and up-gradation of roads under PMSSY.Raising the issue NPP MLA, said that the PWD has approved two different sets of specifications for blacktopping of PMGSY roads in the two regions of the State.
Citing example of the discrimination doled out to Jammu in regard to road connectivity, Harsh said while the Kashmir region roads will have a bitumen thickness of 3 inches (75mm), the roads of Jammu region will have a thickness of only 20mm i.e a quarter of an inch. He added that the tender notices issued recently in this regard categorically provide that in Kashmir region the blacktopping of PMGSY shall be executed by laying a strengthening layer of 50mm of Bitumen macadam to be supplemented by a second layer of 25mm of premix carpet thus making the aggregate of 75mm in respect of blacktopping of said roads.
Pointing out the discrimination, he said that as a result of these the thickness of blacktopped roads in Kashmir region would be almost four times more as compared to Jammu region roads thus making the former more durable and long lasting as compared to latter. Elaborating on the issue, he said that the contractors in both the regions were required to ensure the maintenance of the roads blacktopped by them for the first five years at their own expense. He said that this very reason had dissuaded the Jammu based contractors from participating in the tendering process and had generated general resentment against this highly biased criteria and mischievous parameters fixed for the purpose. Singh expressed his dismay over the criminal silence of the Jammu based Ministers who are a part of the Cabinet and have not been able to agitate on such highly contemptuous, prejudicial and strongest ever doze of discriminatory treatment doled out to Jammu region. He vowed to agitate the issue vociferously in the Assembly and outside and further called upon the Jammu based Ministers to awake from their slumber and assert before it was too late for them.
