Malhotra chairs LC General Purpose Committee meeting | Seeks cooperation of members to ensure smooth conduct of house business | | Early Times report JAMMU, Feb 17 : General Purpose Committee meeting of legislative Council was held here today which was presided over by Amrit Malhotra. The members B.R Kundal, Vijay Bakaya. Syed Mohd. Rafiq Shah, Naresh Kumar Gupta, Aga Syed Ahmed Rizvi and Councila Secrertary Ashraf Mir besides Legislative Council officials attended the meeting. The meeting held a threadbare discussion over issues regarding the procedure and conduct of business of the house during the upcoming session. The meeting felt the need to restrict the number of supple mentaries to be allowed in respect of a question. It was decided that only two supplementary questions from the concerned member shall be allowed for a Question raised during the Question Hour. On the proposal of MLC, B.R Kundal regarding making available the answer tendered by the concerned ministers regarding the questions asked, it was decided that any member can get the copy of written answers to the questions asked on making a request to the council secretariat for the personal information. Chairman, Amrit Malhotra asked all the members to ensure proper quorum during the sittings of the house. He further stressed for giving full regard and respect to the chair and underlined the need for the cooperation of members with the chair for smooth functioning of the house . He said the members desiring to speak during Zero Hour should inform the chair in advance so that judicious use of time is ensured for raising urgent issues of public importance. On the issue of speaking on motions and discussions, it was decided that the leaders of party in the house shall inform the chair in advance about the number of the members who would speak in case of such discussions initiated in the house. Regarding the grouping of ministers which was adopted earlier in order to ensure that there is no clash of engagement for the ministers in two houses, it was informed that question hour in legislative council starts one hour late from the legislative assembly. This itself avoids clash of engagement moreover some departments have more questions while others may not have any as such it was decided to do away with the group system practice.
