Tarigami wants amendment in J&K AC Act | Moves private members bill in LA | | Early Times Report Jammu, Feb 17 : MLA , M Y Tarigami has moved a private members bill in the ensuing Assembly session for amendment in Jammu and Kashmir Accountability Commission Act, 2002. In the amendments, Tarigami has sought new clause be inserted in the Act. "The State Accountability Commission Act, 2002 was very comprehensive as it contained provisions under which the Accountability Commission could proceed against Government servants and other public servants also but 2011 Amendment diluted it by deleting these provisions with the plea that a separate Commission has been established for the purpose under the Jammu and Kashmir Vigilance Commission Act, 2011," Tarigami told KNS. "But the provisions of the said Act would show that these mainly deal with monitoring the investigation initiated under the provisions of the Prevention of Corruption Act. Action proposed by such Commission is in any case subject to the ultimate decision of the Government which frustrates the very purpose of having an independent body to consider the grievance of the public against corruption in the government institutions," he added. The MLA said that present Act deals only with 'Action' and 'Corruption' committed by a public functionary. "It does not deal with 'Mal-administration' and also Accountability Commission must have an Independent Investigating Agency, for conduct of investigation of cases which come to its notice. Thus there is a need to incorporate provisions as proposed in the amendments to be made in the Act for this purpose," he demanded. |
