Congress conspiring covertly to weaken NC, cautions Kamal

Jammu, Feb 18: Blaming Congress for establishing themselves with the help of National Conference in Jammu and Kashmir, Senior NC leader Dr. Mustafa Kamal Saturday said that the Congress part has not been able to find roots in the state especially in Muslim dominated areas of the state.
In an exclusive interview with the Early Times, the fire brand NC leader Dr. Mustafa Kamal said that Congress party ever since it came into existence in Jammu and Kashmir in 1960s when Muhammad Shafi Qureshi displayed congress flag on a tanga (horse-cot), the party has not been able to find its roots and in present coalition they are trying to establish themselves with the help of National Conference and trying to make unsuccessful inroads into NC strongholds.
"Sheikh Sahib had also made it clear to the Congress that where they have their strongholds mainly in Hindu belt of Jammu and Leh in Ladakh area and where NC has its stronghold, we should not step into each others territory. On this very basis the Lok Sabha seats were shared 50:50 with two seats of Jammu division and Ladakh seat going to congress and three seats of valley to National Conference in 1975 but unfortunately Congress was not sincere in this behalf and has a hidden agenda to reduce the areas of influence of National Conference" Mustafa Kamal said adding further that the congress was working on the hidden agenda to dislodge NC from the state.
About coalition politics, Kamal said that NC had been in coalition with congress in 1977 though the party had numbers to form government on its own, however, that was too short lived to realize the impact. "In 1987 we had again alliance with Congress with the tacit understanding between Dr. Farooq Abdullah and Rajiv Ghandhi, it worked smoothly" added Kamal. About present NC -Congress coalition, Kamal said that NC was not having numbers to form government on its own and others too were not able to muster numbers to form government with Congress, it was only NC. However, Kamal said the experiment was bitter as the congress party was trying to make unsuccessful inroads in the strongholds of NC party.
Blaming PDP patron Mufti Muhammad Sayed for his "dubious" character, Kamal said that Single party system would have been revived in the state in 2002 but the election was manipulated with the connivance of militant outfits namely Jamaat-e-Islami's Hizbul Mujahedeen by eliminating NC cadre in South Kashmir over the years.
" As for 2008, elections were again manipulated by targeting NC heavyweights which include me, Muhammad Shafi Uri, Choudhery Muhammad Ramzan , this time with the help of Indian security and Intelligence agencies and saw to it that we remain restricted to same number. Therefore, the coalition was engineered so that Congress can continue with its hidden agenda of gaining at the cost of National Conference" Kamal said.
Elaborating his point, (in an apparent reference to the young brigade) Kamal further said that heavyweights are those who have stood by NC party through thick and thin and because of this they endeavoured to the people. When asked whether the NC heavyweights have become redundant in present scenario, Kamal said there is no example of political bigwigs of the party loosing their relevance. "Yes some bigwigs lost their lives thanks to the gun introduced by NC detractors including Mufti Muhammad Sayed and his supporters in New Delhi" added Kamal.
About PDP leader Muzaffar Hussain Baig's latest assertion that it was National conference -Congress that forced the youth of the state to take gun through rigged 1987 elections, Kamal said, " With due respect to Baig Sahib who is a renowned Supreme Court lawyer, he should have come out with the proof to establish his allegation that 1987 elections was rigged. On the contrary it is a known fact that 12 of the candidates who lost appealed to the High Court but lost their petitions as being untenable, besides the Election Commission has also expressed its satisfaction at the conduct of elections which it does after every such election". Kamal further added that Election Commission is the only authority with complaints of rigging during elections.
"Moreover, in 187 the state was under Governor's Rule and Dr. Abdullah was only care taker Chief Minister. In 1986 when GM Shah resigned along with his ministers, Dr. Abdullah refused to take over without reference to the people and was, therefore, care taker chief minister" Kamal said and added that if presumably the elections were rigged how would Mr. Baig justify killing of tens of thousands of innocent men, women and children.
This lame excuse of rigging 1987 elections, Kamal said, is a desperate attempt to cover up the geneses of militancy. On what according to him was the genesis of militancy, Kamal said, "the main actors of geneses of militancy in Jammu and Kashmir are Mufti Muhammad Sayed, Late Abdul Gani Lone, late GM Shah and late Moulana Muhammad Farooq with Mufti playing the key role. This i have spelled out in 1990 in university of Jammu in which former ambassador to Pakistan Rasgotra was the chief guest" Kamal said.
About the charges of corruption against Congress ministers, Kamal said, "Congress is having a happy time, because wily Nelly the blames falls on Omar Abdullah and by virtue of that on National Conference. Congress ministers individually or collectively don't have to answer for their wrongs because they are only firing the gun placed on the shoulders of Omar Abdullah and they seem happy because it furthers their agenda of weakening NC.
Regarding NC ministers, Kamal said their performance under the given circumstances was satisfactory. When asked to comment on State Accountability serving notice to the Chief Minister challenging the constitutionality of appointment of advisors and chairman of autonomous bodies and corporations, Kamal said that he was not constitutional expert but quickly added that in 1996 and 2002 dozens of political personalities including legislators were appointed chairmen of various corporations, why SAC did not took cognizance of that?.
