Omar's silence on NCTC plan intriguing! | | | Early Times Report Jammu, Feb 18: Why Jammu and Kashmir Chief Minister, Omar Abdullah, has maintained silence when eight other Chief Ministers have voiced their anger and concern over the plan of the Congress led UPA Government to set up the National Counter Terrorism Centre (NCTC)? Is Omar's silence on the issue the outcome of the restrictions imposed on the National Conference by its partnership in the ruling coalition in the centre? Possibly this should not be the reason because the West Bengal Chief Minister, Mamata Banerjee, whose TMC supports the UPA Government, has been in the forefront of those Chief Minister's who have revolted against the Union Home Minister, P. Chidambaram's pet project of NCTC. Omar is silence on the issue is intriguing when he has been quite vocal on other issues including the scrapping of the AFSPA and withdrawal of troops from within the civilian areas of Jammu and Kashmir. If Omar believes that the plan of the centre to set up NCTC will not be applicable to Jammu and Kashmir because for any central law to get extended to the state requires approval from the state legislature he is mistaken. The NCTC is modelled on the US agency formed after the terrorist strike on the twin towers a decade ago. The centre will control, coordinate all counter-terror measures in India. Its operations wing can arrest the search any suspect. Washington has been able to ensure that the decade old terrorist strike was not repeated. However, the eight Chief Ministers, who have opposed the NCTC plan, have argued that the agency will "infringe upon their powers as it can arrest and search without the consent of the state Government. Their contention is that since law and order is a state subject and the NCTC can undermine their authority. The arguments of the eight Chief Ministers seems to be in tune with the line adopted by Omar Abdullah who has been voicing anger and concern against human rights violations. Why then the silence ? Informed sources said that Omar is not prepared to oppose any plan that was to be framed and formulated by P. Chidambaram. Since NCTC is treated as Chidambaram's favourite baby Omar has not dared to oppose the NCTC plan which he believes could annoy the Union Home Minister whose sustained support to the Kashmir Chief Minister has enabled Omar to survive various challenges. Omar's silence on the issue can be also the result of the aches given to his Government by Pakistan aided militants. Hence he wishes to support any move by the Government of India to come down heavily on terrorists. If this is the case for his silence Omar should not have raised his voice in favour of repeal of the AFSPA when the same Act has given a legal cover to the troops engaged in counter insurgency operations in Jammu and Kashmir. Only Omar can unravel the mystery behind his silence on NCTC if he comes out to support the plan of Chidambaram. |
