Departments, agencies of government succumbing to the blackmail of MLAs

Ramnagar/Majalta, Feb 19: R. S. Pathania, a prominent lawyer and senior Youth Congress leader has fired a salvo at various departments as well as agencies of the government for succumbing to the blackmail of MLAs in Ramnagar & Udhampur.
No doubt, MLAs are the honourable elected representatives of the people and they need to be associated/consulted with the working of various departments as well as agencies of the government in their respective assembly segments.
But in the name and style of this 'association' and 'consultation', the cannons of propriety, equity and greater public need cannot be compromised with and the nose-strings of development and routine functioning of the government cannot be placed at the mercy of the whims and fancies of MLAs.
The dogma of 'single-line administration' has given fullest power to legislators to disuse as well as misuse the operation of these centrally sponsored schemes and use them for petty political gains and vote-bank politics. Are we living in a government of the MLAs, for the MLAs and by the MLAs.
May it be upgradation of schools, macadamisation and creation of new roads, electrification and drinking water schemes, creation of fresh Anganwadis, it is a secret now out in the open that less deserving locations have been preferred/undertaken at the cost of far more deserving ones in Ramnagar as well as Udhampur assembly segments.
Information sought through a score of RTI queries has come to reveal that R & B Deptt. is executing NABARD - funded and state sector projects without calling of tenders and allotting works on departmental basis, in utter violation of Financial Code, in order to please its blue-eyed favourites of the MLAs.
Economic Reconstruction Agency (ERA), has sub-letted work to the relatives and favourites of the local MLA on the ambitious 42-crore Roun to Ramnagar double laning Project.
While making a narrative of the working of Panchayati Raj institutions, Pathania said that it seems that MLAs have issued strict directives as well as pressurized the block-level officers to not to entertain any demand or developmental work projected by panches /sarpanches of the area unless they have the endorsement/approval of MLA.
They lamented that if the government had to place sarpanches/panches at the mercy of MLAs, where is the significance of the slogan, "Lok Raj through Panchayat Raj" and where the essence of the very concept of local self-government is.
The implementation of centrally-sponsored schemes like PMGSY, UIDSSMT, RGGVY, MGNREGA, IHSDP, IAY, SSA, NRHM, NABARD and ADB-funded projects, IWDP, etc. in Ramnagar has also been marred with worst political interference and the very essence and edifice of these schemes has bee reduced to a naught in Ramnagar.
There are inherent handicaps and discrepancies in the planning as well execution part of these schemes.
Hundred of crores have been pumped in Ramnagar but true goods of these schemes have not percolated upto the grassrootslevel. Worse-more, beneficiaries of these schemes are being selected on political considerations thereby debarring the actually-deserving people of their true benefits. Scores of more- deserving BPL families in BPL category have been debarred of electrification under RGGVY.
The selection of beneficiaries under IHSDP, IAY, NRHM in Ramnagar has left out more deserving people. The cronies of MLA Ramnagar have let loose a reign of corruption and nepotism in Town Area Committee Ramnagar. Backdoor appointments and execution of sub-standard works is all-galore in TAC Ramnagar.
While terming this as a worst fraud on power, Mr. Pathania has sought the intervention of Congress President, Sonia Gandhi and the Chief Minister in clearing over the mess in District Udhampur.
