JKNPP questions credibility of composition of CoM | | | Early Times Report
JAMMU, Feb 19 : Hari Chand Jalmeria advocate spokesman & general secretary of J&K National Panthers Party has questioned the legality of the composition of Council of Ministers and those given status of ministers in the Omar Abdullah Govt. comprising of National Conference and Congress alliance. Addressing the media persons Jalmeria said that the list of council of Ministers including the advisors, chairpersons & vice chairpersons of various Boards has reached 30. The total strength of the Legislative Assembly is only 87 and that of the Legislative Council is 36. He further said that the Article 164(1A) of the Constitution of India provides that the Council of Ministers in any State including the Chief Minister should not exceed fifteen percent of the total number of Legislative Assembly. In Jammu and Kashmir, the J&K constitution says it should not exceed twenty percent of the total membership of the State Legislature. Jalmeria said that the strength of 30 members of Council of Ministers of Omar Abdullah is neither supported by the Constitution of India nor by the Constitution of J&K State. This is not only a burden on the state exchequer but an illegality. He asked the Governor to remove this illegal Govt. Jalmeria further said that the J&K NPP shall file petition in the J&K High Court challenging this illegality. Jalmeria also demanded implementation of the Central Provision of fifteen percent in J&K State so that money meant for the welfare of the people and for development works is not wasted on unnecessary long list of Ministers. Bansi Lal Sharma advisor to J&K NPP, S. Daljit Singh state vice president, Faqir Nath Ex MLA Jammu Provincial president, Shakti Gupta Trade union president, Jagdev Singh coordination secretary, Paramjeet singh Marshal also joined the press conference. |
