Speaker urges for a broader consensus on sensitive issues
Says, Guru and AFSPA resolutions still under scrutiny

srinagar, Feb 19: In a bid to avoid the repeat events of the summer session, Speaker in the legislative assembly Mohammad Akbar Lone has hinted of rejecting the Afzal Guru resolutions in the forthcoming session starting from coming Thursday, fearing that tabling the controversial resolution again in the house would have serious ramifications in the valley. Interestingly state assembly has received two resolutions regarding Afzal Guru one from independent candidate Er. Rashid asking house to pass a mercy resolution and the other from BJP leader Ashok Khajuria asking for a resolution that favours Guru's hanging sentence. Asked could a resolution be moved again after it gets rejected in the house, Lone said,'' According to Constitution if a resolution gets rejected without being discussed upon, it may be admitted again.'' However Lone made it clear that he has to ensure that such 'sensitive' issues are dealt with caution.
Talking to KNS Speaker Mohammed Akbar Lone said that it was his discretion to see which resolution was to be admitted and which not.'' Constitution has given speaker a right to decide about the admission of the resolutions in the assembly.'' Claimed the speaker. He said that he has to ensure the smooth conduct of the proceedings and will not want any disturbances in the house. In the summer session last year the state assembly witnessed some unprecedented scenes after Er. Rashid's resolution regarding Afzal Guru mercy came for discussion. The resolution was later rejected, however Engineer had criticized National conference and Opposition PDP of playing foul games to see resolution out of the house.'' They have failed people of the Kashmir.'' Rashid had told media men referring to NC, PDP and Congress after the resolution were dramatically rejected when BJP members create Rukus in the assembly.
Speaker of the assembly further told KNS that it was not easy to take a decision on such resolutions. '' This is a very sensitive issue, If engineer has moved a resolution to seek mercy for Guru, BJP on the other hand has also moved a resolution seeking the upholding of the supreme court verdict.'' Lone asserted.
He said that all the political parties including PDP and BJP have assured him of their cooperation in smooth conduct of the house. He said that during the all party meet on Saturday which was attended by Dy. Chief Minster Tara Chand and the representatives of all the parties, it was unanimously agreed upon, that house was a forum to raise the issues pertaining to general public. '' They assured me of their cooperation and I am hopeful of a good session ahead.'' Claimed Lone. In a query regarding the possibility of opposition stalling the house on SAC's notices to CM questioning some political appointments, Lone told KNS that such issues were part of the day to day proceeding and there was nothing to worry about .
