Harsh, SSH launch scathing attack on Jammu ministers

JAMMU, Feb 20: Panthers Party MLA and former minister Harsh Dev Singh once again on February 16 attacked the Jammu-based ministers for their indifferent/negative attitude towards Jammu province. He highlighted the nature of discriminatory policies being evolved and ruthlessly implemented by the NC-Congress coalition government as far as Jammu province was concerned. His attack was sharp and focused. He accused the state government of prescribing "two different sets of specifications for blacktopping of PMGSY roads in Kashmir and Jammu province" as far as "construction and up-gradation of roads under Prime Minister Gramin Sadak Yojna (PMGSY).
Lambasted the NC-Congress government and the PWD in particular, which is under Chief Minister Omar Abdullah, Harsh Dev pointed out that for Kashmir region the PWD authorities have approved a bitumen thickness of 3 inches (75 mm), while for the roads in Jammu region a thickness of just 20 mm. "The tender notices issued recently in this regard categorically provide that in Kashmir region the blacktopping of PMGSY roads will be executed by laying a strengthening layer of 50 mm of Bitumen macadam to be supplemented by a second layer of 25 mm of premix carpet, thus making the aggregate 75 mm in respect of blacktopping of said roads…The same PWD issues the tender notice for Jammu region PMGSY roads prescribing an altogether new set of specifications for blacktopping of roads wherein it is stipulated that the execution will be done by laying merely 30 mm of Bitumen carpet. It indicates that thickness of roads in Kashmir will be four times those in Jammu region, thus making the former more durable and long lasting…It has been a glaring example of discrimination with the Jammu region," he said while making his point.
Harsh Dev Singh did stop there. He went on to say that "by prescribing the aforesaid different sets of specifications, the state government has ensured that the funds provided to the Kashmir region for the purpose are at least four times more as compared to funds provided for Jammu province roads". "Though the specifications for blacktopping of PMGRY roads in two regions were different, the conditions imposed on contractors for maintenance of the said roads were kept uniform. The contractors in both the regions were required to ensure the maintenance of the roads blacktopped by them for the first five years at their own expense. This again was highly discriminatory against the Jammu-based contractors," he also said, and added that "this very reason had dissuaded the Jammu-based contractors from participating in the tendering process and had generated general resentment against this highly biased criteria and mischievous parameters fixed for the purpose".
The attack of Harsh was directed more towards the Jammu-based ministers rather than the state government and his was a very right approach. What did he says about them. Expressing dismay over what he called the "criminal silence" of the Jammu-based ministers, who are part of the Cabinet, he questioned their utter failure to "agitate on such highly contemptuous, prejudicial and strongest ever dose of discriminatory treatment doled out to the Jammu region".
This is the nature of discriminatory policies being pursued by the Kashmir-based and Valley-centric NC, with the Jammu-based Congress ministers giving their unflinching support to those whose single-point agenda all along was, and continues to be, to loot, plunder and destroy Jammu province and develop Kashmir at the cost of the people of Jammu province. And, still the Jammu-based Congress ministers and Congress legislators shamelessly say day in and day out that the Congress is a party that believes in the principle of justice and equity and that has been ensuring equitable development of all the three regions of the state. It is no exaggeration when the neglected people of Jammu province say that the "Congress and the Jammu-based Congress ministers, legislators and leaders are squarely responsible for their miserable plight".
