| House Committee constituted | | NC gave away state property on paltry sum; Mangat | | Sandeep Bhat Jammu, Jan 19 Following persistent demand of the members, Speaker Legislative Assembly Tara Chand today announced constitution of a House committee to look into the huge encroachment on sate owned property in various parts of the country and its mismanagement. The issue evoked huge uproar when Congress member Yogesh Sawhney dissatisfied by the reply on his question alleged that like previous governments, coalition has also failed to vacate the encroachment on the state property which could earn crores of rupees in the form of rent every year for state exchequer. Members from both treasury benches who were on their feet expressed deep concern over failure of subsequent governments to vacate encroachments on state owned property in Delhi, Mumbai , Chandigarh and Amritsar. While members cutting across party affiliations took the government for task over its failure to vacate encroachment on the state property in Delhi, Mumbai, Amritsar and Chandigarh, Minister for health Mangat Ram Sharma alleged National Conference of giving away state property in Mumbai on paltry sum. It was on his repeated recommendations that Tara Chand agreed to constitute a committee for looking into the matter Some back seaters of main opposition National Conference Members including Mir Saifulla, Kafee-l-ul Rehman Sajad Ahmed Kitchloo and Jan Mohammad and Jammu Morcha lone members Ashwani Kumar besides Harshdev , Balwant Singh Monkotia, , Wani , Sartaj Madni , Hassan Khan and Tarigami from Treasure Benches who took the government for task on the matter. They also demanded constitution of a House Committee which would look into the matter. Demanding constitution of a Hose Committee Harshdev and Balwant Singh Monkotia said "fixing of responsibility for giving away the state land on paltry prices at various places should also be included into the terms of references that of the proposed committee". Earlier, giving the details about the assets and their present status, Minister for CA &PD Taj Mohi-u-din said that Government is seriously pursuing the cases filed by it against encroachers. He admitted that at Raja Ji Margh in New Delhi, the person's employed by state government have themselves encroached the property or facilitated others to usurp it. He, how ever said that major part has been acquired by Army. he said that leases of 4 storied building in possession of GOI and another complex in Amritsar have expired way back in 1994 and 1983 which are yet to be renewed. On this Wani said that Army authorities in Delhi had offered for exchange of land at some other places but government failed to execute the deal at that time. Opposing the demand of constitution of House Committee Taj said that, House has already constituted a Estimate committee in this regard which has yet to furnish its report. He said it would be wrong to constitute another committee for the same matter to which Speaker also agreed. However, later on the persistent demands of members and recommendation of Mangat Ram Sharma, Speaker announced that a House Committee would be constituted. He however, made no mention of the terms of reference of the House Committee.
