Omar prejudges Session to be stormy even before it starts | | | Early Times Report Jammu, Feb 21: The CM has already set the acrimonious debate in motion in the Assembly even before it has been convenened by terming the opposition as 'destructive' He made this comments even before the law and parliamentary affairs Ali Mohammad Sagar had held any meeting with the PDP-the principal opposition party in the State. The Budget session starts from Aug 23. CM Omar Abdullah by this observation put the onus on the Opposition for smooth conduct of the Session though it primarily the responsibility of the ruling party in a democratic manner. Speaking to media in Kashmir on Tuesday, CM said: "We do have, unfortunately, a fairly destructive opposition in Jammu and Kashmir. I hope we can convert what has otherwise been a destructive sort of mindset into a more constructive one," Omar has thus prejudged the role of the PDP even before the legislative party meeting of the PDP is to take place, where party will decide the issues to be raised, which is scheduled to be held on Wednesday. The CM has termed the opposition as 'destructive' but Congress, the coalition partner, has already hinted that it will rake up the issue of un-seating of seven BJP MLAs from the House. It's on this issue the party stalled the proceedings in the last Assembly session held at Srinagar when independent MLA Engineer Abdul Rashid had sought to bring private members resolution for clemency to terrorist Afzal Guru convicted in Parliament attack. The decision in this regard has to been taken up the Speaker who is from NC. The NC hasn't held any meeting with the Congress till now though the session is to start in next two-day. It was more imperative as relations between two parties have strained after the Peerzada episode, which the Cong feels was a unilateral act of the CM. In a parliamentary democracy, it's job and responsibility of the ruling party to hold pre-session meeting with all political parties before the commencement of the Session for smooth flow of the Assembly as important legislations are to be tabled and discussed. In the absence of opposition the smooth transaction can't take place more so when the Budget has to be passed. Omar had an opportunity to ensure smooth conduct of the Session as opposition didn't have any major issue to rake up particularly when last year was relatively incident free. He could have assuaged the concerns of the PDP by holding meeting with its president thus sending the message that he is open to issues and ideas to be discussed in the House in true spirit of democracy. But by his this comment he fretted away that opportunity and has in fact antagonized the PDP even before real action takes place on the floor of the House. |
