VO books Ex JMC Comm, Others for 'illegal' building permission | Mubarak Singh also accused of misinforming CID/RTI | | Sumit Sharma Jammu, Feb 21: Controversies has yet not stopped to chase Mubarak Singh DC Samba as today Vigilance Organisation (VO) registered a case against Mubarak Singh, the then Municipal Commissioner, Jammu (now Deputy Commissioner Samba) and others for alleged granting illegal building permission of a commercial building. Earlier his name has got embroiled into to deliver misinformation to CID and RTI reply in January. Spokesperson in vigilance organization said that Vigilance Organization registered a case against Mubarak Singh, the then Municipal Commissioner, Jammu (now Deputy Commissioner Samba) and others for alleged in favour of Kailash Gupta and Mohan Lal for construction of a commercial building on a piece of land bearing Khasra No. 325, Maharaja Gulab Singh Marg, Jammu. According to spokesperson of Vigilance Organization the matter of granting illegal building permission came to lime light when during verification, it was revealed that Mohan Lal Gupta applied on 31/5/2004 before the Chairman, Building Operation Controlling Authority, Municipal Corporation Jammu requesting permission to construct a commercial building on a piece of land bearing Khasra No. 325, Maharaja Gulab Singh Marg, Jammu with plot area mentioned 117 feet from roadside and 51 feet from adjoining plots. "Kailash Gupta also then applied on 04.08.2005 before the Chairman, Building Operation Controlling Authority (BOCA), Municipal Corporation Jammu seeking permission to construct a commercial building on a piece of land bearing Khasra No. 325, Mharaja Gulab Singh Marg, Jammu and mentioned 55 feet from roadside and 47 feet from adjoining plots," spokesperson said. "Building permission in favour of Kailash Gupta and Mohan Lal Gupta was found illegally approved on 26.12.2009 by Building Operations Controlling Authority and order in this regard was issued by Jammu Municipal Corporation vide No. 2428/ES/09 Dated 04.02.2010 in favour of Kailash Gupta and vide No. 2427/BS/09 dated 04.02.2010 in favour of Mohan Lal Gupta in violation of master plan, he said. Meanwhile a case FIR No. 04/2012 P/S Vigilance Organization Jammu u/s 5(1) (d) r/w 5(2) J&K PC Act, 2006 and Section 120-B RPC has been registered against Mubarak Singh, then Municipal Commissioner Jammu, Chairman BOCA and others including beneficiaries. The investigation of the case has been taken up. The controversies has been chasing the then Municipal Commissioner and DC Samba Mubarak Singh, as recently he got his name embroiled a controversy in providing concocted information against RTI for issuance of weapon licenses and later dragging the feet of a senior police officer of CID for his green signal of verification. The statement was issued by DC Samba's office vide no DCS/JC/RTI/2011-12/394 in response to RTI application filed by one Vikrant Sharma. Following the news reported in Early Times, internal investigation was started in CID wing by IGP CID. Inquiry against the higher CID official whose name was pointed by DC Samba in his statement office vide no DCS/JC/RTI/2011-12/394 in response to RTI application ( in point 9 DC office stated that after the orders from Higher Authorities some of the cases were referred to DIC CID Jammu/Srinagar through proper channel for verification) was also initiated. During investigation it was found that no official letter has been conveyed to DC Samba office for reference of CID verification. Sources said that CID official in question, in his inquiry report totally refuted the statement issued from DC Samba office. The controversy between CID authority and DC Samba erupted when Office of DC Samba, issued fake information against RTI application seeking information of issuance of gun licenses from one RTI activist Vikrant Sharma. Worth to mention that in its earlier reply issued vide endorsement No DMS/JC/RTI/352, dtd 19/8/11, the Office of DC Samba divulged that 246 gun licenses were issued, but at the same time, against subsequent appeal the officer admitted to have issued 696 licenses under endorsement No DSC/JC/RTI/2011-12/394 without list of civilians to whom such licenses were issued. |
