BJP, NPP upping the ante against Cong ministers
Talking Social Boycott & Resignation

jammu, Feb 22: The BJP and the Jammu and Kashmir National Panthers Party (NPP) have upped the ante against the Jammu-based Congress ministers just on the eve of budget session of the assembly. It has demanded their resignation saying they have bartered the Jammu interests to help Kashmir consolidate further its domination over Jammu. It has also threatened a "massive" protest against them and to mobilise public opinion against them.
What has provoked the BJP this time to demand resignation of the Congress ministers is the decision of the NC-Congress coalition government to increase the number of municipalities and municipal wards in Kashmir leaving Jammu province almost high and dry. The government took this decision after the Congress-controlled Housing and Urban Development Department mooted a proposal to this effect only a few days back. The department is under the control of Jammu-based Congress minister. According to the decision, Kashmir would get 12 more municipalities and Jammu only a paltry 4. Besides, 65 more wards would be added to certain existing municipalities in Kashmir. As for Jammu, there would be an increase in the number of wards to the tune of 40.
The NPP has, on the other hand, called for social boycott of the Congress ministers in the event of their refusal to withdraw support to the Omar Abdullah-led government. It has called for their social boycott for many reasons. Two of them are their failure to make the state government dispense justice to the people of Jammu province and their association with those demanding autonomy for the state.
Earlier in December, the people of Jammu province had, at the behest of Bar Association Jammu (BAJ), organized a massive bandh against the state government in general and the Jammu-based Congress ministers in particular. The issue was the reported move of the state government to transfer power of registration from courts to revenue officials. The controversial move was the brain-child of the Jammu-based Congress minister controlling the Revenue Department, with the NC leader and Finance Minister on the same page. It was during that bandh that the angry people raised slogans charged with 'derogatory words' to give vent to their ire.
All this shows that the Jammu-based Congress ministers are at the receiving end. They themselves are responsible for the kind of response they are evoking from Jammu. Had they asserted their position and authority in the cabinet meetings and fought for the genuine cause of the people of Jammu province like the Kashmir-based ministers fight for the Kashmir cause, things today would have been totally different and they would have been admired by one and all in this province, a victim of highly discriminatory policies. They need to take cognizance of the situation as it has been developing in Jammu province for quite sometime now so that they could regain the people's confidence.
However, to say all this is not to suggest that the attack of the BJP and the NPP on the Jammu-based Congress ministers would help achieve their stated objectives. It will not because the real culprit is the New Delhi and the Congress high command. The Jammu-based Congress ministers are doing what their masters in New Delhi have been asking to do. The Jammu-based Congress ministers are so weak and meek that they just can't afford to take up the Jammu cause. The BJP and the NPP have to revise their strategy to achieve their goals. Their attack should be two-pronged: against New Delhi and the Congress high command, besides the Jammu-based Congress ministers and the attack has to be consistent and focused, coupled with activities on the ground.
