ABGM flays non-implementation of separate tribal sub plans

JAMMU, Feb 23: Akhil Bharatiya Gujjar Mahasabha (ABGM) said today that in spite of the Planning Commission of India's directions to the state, the State Government has still not done anything positive towards the implementation of separate Tribal Sub Plans for the twelve communities of the state stretching from Ladakh to Kathua.
Addressing a press conference here today, the state president of ABGM Ishfaq-ur-Rahman Poswal reminded that the Planning Commission of India had directed the State Government to prepare separate Tribal Sub Plan as per the guidelines so that complaints regarding inadequate funds for the Scheduled tribe population could be addressed and utmost transparency is ensured in the flow of funds from the State Annual Plan for STs in proportionate to their population.
He complained that since 1991 none of the successive government remained sincere towards the betterment of this community or regarding the implementation of the separate Sub Plan for the STs.
At present State Govt has directed the Directorate of Economics & Statistics to make Tribal Sub Plan
Poswal said, "It is ironical that without involvement of the Nodal Agency of the Tribal Welfare Department, how it can be possible for the Economics & Statistics department to prepare the Tribal Sub Plan."
Poswal said that Socio Economic Political benefit should be availed to the STs. The ABGM, was launched as a missionary for the betterment of the Scheduled tribe. And from very beginning of its launching the ABGM, in the state is always striving to achieve its goal that is the justice to this deprived section of the society.
Poswal expressed his pleasure and thanked the Governor of the state, NN Vohra, for creating the separate Directorate of Tribal Affairs.
He said, "However when I sought the information regarding the functioning of the Directorate of Tribal Affair, the Chief Minister replied through the Under Secretary Social Welfare Department that the functioning of the Directorate of Tribal Affairs is for disbursing of scholarships only and rest of the schemes are looked after by the Administrative Department."
