J&K Govt Following Zero-Tolerance Policy on Terror: Vohra | | | Early Times Report JAMMU, Feb 23 : Observing that the Jammu and Kashmir Government was following a policy of zero tolerance towards terrorism and human rights violations, Governor N N Vohra today said it will continue to maintain utmost vigil in the area of internal security. "Following a policy of zero tolerance towards both terrorism and human rights violations, my government will continue to maintain utmost vigil in the area of internal security", Vohra said in his address to a joint session of the state Legislature here on commencement of budget session today. "It is a matter for considerable satisfaction that, with the maintenance of peace and calm during summer 2011 a record number of tourists visited the valley", he said. The number of pilgrims to the cave shrines of Amarnath and Mata Vaishnodevi also recorded all-time high figures, being over 6.3 lakhs and 100 lakhs respectively. Last year, the educational institutions across the Valley functioned normally and a number of youth exchange programmes and sports activities were also conducted, he said. Trade and business, which had suffered severe losses on account of disturbances in the past years also showed signs of recovery, said Vohra, who faced protests from the BJP legislators, wearing black gowns, during his address. As the security situation stabilised, the government took steps to reduce the visible presence of the security forces, particularly in urban areas, Vohra said. Vohra said, three CRPF battalions were de-inducted, a good number of security bunkers removed from Srinagar city and 52 buildings in the state, which have been vacated from the security forces, have become available for normal use. In January this year, the government completed half of its term in office. This milestone is as much an occasion to reflect upon past achievements as it is to plan for the effective realisation of goals that the government has set out to achieve, he said. Elections to the Urban Local Bodies (ULBs) are the next immediate priority of my government, he said adding that these are scheduled to be completed by April 2012. This shall complete the process of establishing Urban and Rural self-governing institutions all over the state, Vohra said. The J and K Accountability Commission Act has been amended to restrict its jurisdiction to the Ministers and the Members of the state Legislature, he said. With the appointment of its Chairman and a member, the commission has become functional, he said adding that after carrying out the required amendments in the State Vigilance Commission Act, the process of appointment of the Chief Vigilance Commissioner and two Vigilance Commissioners has also been initiated. To improve the functioning of the justice-delivery system, my government has launched measures to fast tracking trials in different courts and providing timely and meaningful justice, he said. |
