Day one of Budget session: BJP, PP register protests, boycott Gov Address
BJP rakes up discrimination issue, PP demands govt dismissal

jammu, Feb 23: The first day of the Budget session of Assembly witnessed loud protests against the NC led coalition government which was followed by boycott of the Governor's Address by the MLAs of BJP and Jammu and Kashmir National Panthers Party (JKNPP) .Even as the Principle opposition party PDP adopted a strategic 'silence' inside the Central Hall, the two other parties in opposition made their presence felt in a big way taking on the coalition government with protests and loud sloganeering both inside as well outside the House. BJP raked up the 'discrimination' card , targeting mainly Congress whereas Panthers Party echoed the demand of dismissal of government. After the Governor's address, PDP president Mehbooba Mufti hit out at NC led coalition saying the latter had no moral authority to govern now. The Assembly session began this morning with the customary address by Governor NN Vohra before the Joint legislature. However, when the Governor got up to read his address to the Legislature, shouts and noisy scenes pierced the silence which caused disruption in reading out the Address. Wearing black robes , BJP members led by Jugal Kishore shouted anti-government slogans, blaming the coalition for perpetual and deliberate discrimination with Jammu region on all fronts. As the party MLAs raised the pitch of their voices, pandemonium prevailed for some time inside the Hall. Soon all the four members joined chorus of loud sloganeering.
The high point of BJP's loud protest was the discrimination, though they also raised the issue of injustice with POK refugees saying they were being denied the basic rights in the state. They alleged that due to government's biased attitude Jammu has been suffering and grave injustice is being meted to people on political, economic front as they are being deprived of the benefits of huge funds from Centre. Citing the latest instance of increasing the number of ULBs, BJP members conveyed to Governor that there was grave discrimination with Jammu region in terms of the constitution of the new Municipal Wards and local body committees, in which Jammu has been granted less number of ULBs in comparison to Kashmir. Vociferously registering protest, the BJP members demanded resignations of the Ministers of Congress, who they alleged were mainly responsible for injustice in terms of discrimination with Jammu. However, after hearing the protesting BJP MLAs for few minutes, Governor started his address. In order to make their presence conspicuous, their black robes were also inscribed with slogans of 'Discrimination' with Jammu …..anti Jammu government ..'. Later they walked out of the central hall amid sloganeering and protests and boycotted the Governor's address.
"Congress is responsible for injustice and plight of Jammu people……We want the resignation of the ministers of Congress …..why they have failed to take up the cause of new local body committees and wards, more wards have been carved out in Kashmir than in Jammu", BJP Legislative Party leader Jugal Kishore said outside the Hall while speaking to media. He said that part MLAs have boycotted Governor's address in protest against the discrimination with the region on all fronts. "We will not tolerate this discrimination at all and will fight against it", he said. Earlier the Panthers Party members after staging protest demonstrations outside the Assembly complex courted arrest. The PP MLAs also boycotted the Governor's address. An hour ahead of the commencement of Address, led by the JKNPP Chairman, Prof Bhim Singh, hundreds of activists marched to towards Assembly amid anti-government slogans to gherao the House in support of their demand for dismissal of Omar Abdullah government. However , heavily deployed police which had barricaded the road towards Assembly and Civil Secretariat, did not allow them to move forward. The Panthers Party's focus was on reorganization of the state in order to give justice to all the three regions of the state, while seeking dismissal of the Government.
Even though the expelled members of BJP led by Prof Chaman Lal Gupta did not attempt any disruption in a loud manner, they too submitted a memorandum to Governor while he got up to read the Address, which highlighted almost similar issues as raked up by the four MLAs of the party.
