Rehabilitation of former militants to check fresh rise in violence | | | EARLY TIMES reports Jammu, Feb 24: Under the policy of rehabilitation of those militants, who have abandoned violence and joined the mainstream activities, a three-tier system for preventing them from rejoining militant groups in Jammu and Kashmir. According to official sources, several Government agencies including the police authorities have been asked to seek cooperation from different NGOs in rehabilitating these former militants. These NGOs would be assisted by the Government agencies in imparting training in various skills that could enable the former rebels to find jobs in the private sector. Sources said that rehabilitation of former militants had become necessary because the security scenario, which had registered a marked improvement in the state during the last over one year, could assume alarming dimensions in case these former militants, whose number is over 3,000,were forced to rejoin their parent outfits in the wake of financial constraints. They said that since these former militants had the experience in handling of different weapons they could create a new law and order problem in the state once they were wooed back to militancy. In the light of this possibility the Government agencies were trying to provide them a chance to follow the right path which can be made available if they are suitably rehabilitated. Police sources said that those former militants who were to be rehabilitated would be kept under surveillance and once their conduct and behaviour were found satisfactory they could be helped in getting jobs in the police and the paramilitary forces. They said these steps were being taken to prevent agencies across the LOC from enrolling these former militants in various militant outfits. |
