Corruption institutionalized in the state-Tarigami | Bureaucracy politicized in Jammu and Kashmir-Harshdev Singh | | Bashir Assad Jammu, Feb25; Stating that corruption was eating up the vitals of society, CPI(M) Legislator, M Y Tarigami regretted that corruption was rampant in the state which has to be tackled by strengthening the institutions and anti-graft bodies like State Accountability Commission(SAC). Pointing out the lacunas in the laws governing SAC, Tarigami said that keeping bureaucracy out of the purview of commission was the biggest mistake which was breading corruption in the state. Taking part in discussion on corruption in the house Tarigami said" It is not the question of individuals or some ministers allegedly involved in corruption, at broader canvas corruption has taken shape of scams". Tarigami added that nexus between politicians and corporate houses and bureaucrats was the basic cause corruption taking shape of scandals. " principal beneficiaries of corruption are bureaucrats, get it under the purview of SAC if you really want to fight corruption" said Tarigami. The Marxist demanded that officers facing charges in vigilance organization should be removed from the key posts. "Remove them from key posts till the cases against are decided by the anti-graft organizations, shall I provide the list or you do it on your own" Tarigami said. About SAC, Tarigami said, though chairman and judges were appointed for the commission but it lacks infrastructure. "Provide infrastructural facilities to the commission for its functioning" Tarigami asked the government. Quoting newspaper reports Tarigami said that while deprived poor and needy of the state, Jammu and Kashmir Bank has advanced loans to Kingfisher Airlines and government should explain its position as it (government) was the major share holder in J&K Bank. In a mild attack on both National Conference and Peoples Democratic Party Tarigami said that Congress has become requirement for both. If they want to see themselves in power they have to see towards congress. Panthers Party Legislator Harshdev Singh while participating in the discussion, said bureaucracy in the state has been politicized which according to him was breading corruption at the highest level. " You are getting favours from them and when they retire you make them MLCs and heads of boards to oblige them" Harshdev said. Lack of accountability and non-governance, Harshdev said, are nurturing the corruption in the state. "When files don't move from table for months together, corruption becomes necessity because delay breads corruption" added Harshdev. NPP leader alleged that by punishing lower rank employees, government was actually finding escape route. He further added that degradation of politics and degeneration of political system was the major cause of rampant corruption. |
