Govt reviewing amnesty policy for 1,524 militants, says Omar | Council-2012 | | Early Times Report JAMMU, Feb 25: PDP MLC Murtaza Khan today staged another walkout from the upper house during the question hour over the issue of rehabilitation policy for youth who have gone across the line of control. In reply to Khan's question, Minister of State (MOS) for Home Nasir Aslam Wani said that coalition government has approved rehabilitation policy for the youth who have crossed LoC but want to return and live a peaceful life. He was reading the reply on behalf of Chief Minister Omar Abdullah. As soon as he finished reading the reply, Khan said that he was not satisfied with the reply. "It is an unsatisfactory reply," Khan said. Before Wani could react, Chief Minister Omar Abdullah walked in. Khan on seeing the Chief Minister commented "You have promised to bring stars down on the earth. What happened to that promise." Omar reacted swiftly "Though this initiative was opposed by PDP dispensation during its tenure for which records of the legislature bear testimony," adding that a mechanism has been formulated for return of youth (some of whom have now become older) from across LoC. "This step was aimed at rehabilitation of those who crossed LoC but not returned with the gun and wanted to be peaceful citizens of the State", Omar Abdullah said adding that this initiative of the Government does not suit the neighbour, as such, the cases for their return are not being cleared by the neighboring country. Chief Minister said that 1034 applications have been received from concerned youth and 67 have been recommended by the government whereas rests are at various stages of progress. He maintained that present dispensation is serious about return of youth from the other side of line of control. He stressed that policy would help in bringing people from two sides closer to each other. On this, Khan was irked and he staged a walkout. Meanwhile, Minister of State (MOS) Power, Shabir Khan in reply to a question by Dharam Veer Singh today informed the House that under Re-structured Accelerated Power Development Reforms Programme (R-APDRP) the existing distribution system in respect of 30 towns of the State is being converted into HVDS and Aerial Bunch Cabling (ABC) to prevent transmission and distribution losses and power theft in these towns and cities. Minister for Medical Education, R.S.Chib today on behalf of Minister for Law today informed the House that enhancement /revision of remuneration of personal assistants (pas) to members of legislature is under active consideration of the government. Minister was replying to a clubbed question raised by Haji Ali Mohammad Bhat and Sheikh Ghulam Rasool. He said the revision will be ordered very soon in consultation with Finance Department and with the approval of the competent authority. 222 lakh tourists, pilgrims visited J&K in last 2 years: Nasir Minister of State for Tourism and Culture, Nasir Aslam Wani in reply to a question by Ajay Sadhotra on behalf of Mr Ravinder Kumar Sharma today informed the House that 222 lakh tourists and pilgrims visited the state in last 2 years. Replying to the Supplementaries raised by Ajay Kumar Sadhotra, Naresh Kumar Gupta and Ajat Shatru Singh, the Minister said that the Gondola Cable Car project from Mubarak Mandi to Bahu Fort and Makhdoom Sahib are waiting clearance from forest department and Archaeological survey of India respectively. He said both the departments have now agreed to provide the clearance to these twin projects and the work would be started soon. In reply to another question by Dr Bashir Ahmad Veeri, he informed the House that the objective of Academy of Art, Culture and Languages is organizing seminars, interactions, conferences and other cultural activities across the State. Ajatshatru Singh raised supplementary on the question. While replying to another question by Master Noor Hussain, Nasir said that total number of bovine animal cases registered during the last two years in district Samba and Jammu is 218 in which 6 persons have been booked under PSA for illegal transportation of bovine animals. Supplementary to this question was raised by Murtaza Khan. |
