Speaking on the budget in Legislative Assembly today, Mohammad Yousuf Tarigami highlighted the areas like agriculture, horticulture, handicrafts and employment saying focus of attention in the budget should be on these sectors. He pointing out requirements and problems of thousands of un-employed youth, artisans, farmers horticulturists and others said that budget should have clear directions to address these basic sectors. He said that both educated and un-educated un-employed youth be covered under the self-employed schemes and suggested for making these schemes easier for availing loans from the Banks. Tarigami suggested for exempting marginal farmers from Roshni scheme and said that the domestic industries must be accorded priority for the economy stability of the state and creating sufficient employment avenues. He called for measures to provide succour to violence affected, widows and orphans.
Th. Puran Singh describing the budget as people-oriented said that Bharat Nirman, PMGSY, Rural Health Mission and Prime Minister's and Re-construction Programme, implementation would make the J&K a model state. He also appreciated the government for making concrete efforts for restoration of peace in the state.
Ali Mohammad Sagar suggested that the allocations and actual performances on the ground should not be a mismatch. He suggested for providing succour to the militancy-hit victims and clearance of pending cases of destitutes under social welfare department.
Moulvi Abdul Rashid while supporting the budget demanded posting of teachers in far-off areas especially in Banihal constituency. He demanded tehsil status for Ramsoo and Gool areas. Shanti Devi welcomed the enhancement of funds for old-age pension scheme from. Rs. 15 crore to 30 crore and also hailed the creation of Rs. 100 crore employment mission. She demanded allotment of plots for weaker sections to construct their own houses.
S. W. Narboo suggested that effective measures to promote Pashmina industry should be taken saying that it promises huge job potential in Ladakh division. He also demanded for creating a Pashmina development corporation in Ladakh. Jugal Kishore (BJP) said that measures with regard to employment generation should be taken to arrest the un-rest among youth community. Dr. Mustafa Kamal said that budget proposals presented require many aspects to be truly described as zero deficit budget. He pointed out various areas which required attention and said that non productive expenditure needs to be curbed at all levels. He demanded adequate relief package for flood hit people referring damages caused to crops in his constituency. Sham Lal described the budget visionary and prospective and said that the budget contained all aspects which would address the problems of common man. He said allocation of Rs.100 crore as a venture capital for generating employment opportunities is a novel step which will go a long way in addressing the problem of unemployment. He suggested that government should allocate more funds for development of agriculture and industries. Ajay Sadhotra said that different aspects of the budget need to be given more stress particularly the problems of rural people. He gave many suggestions for making budget more people-oriented.
Abdul Majid Wani while supporting the budget appreciated economic survey conducted first time in the state. He suggested identifying local resources for funds mobilization and demanded equal share to all district in the development process. Dr. Mehboob Baig said that agriculture sector being the backbone of economy be promoted and given priority in the budget. He said that the practice of extending amnesty for taxpayers should end. He also suggested for direct foreign investment in the state to strengthen economy and creating more jobs avenues and creation of special economic zones. He suggested for effective implementation of Rural Health Mission.
Abdul Rehman Veeri in his speech said that tourism, horticulture, handicrafts and industries sectors need to be promoted for economic revival in the state as these sectors have great job potential. He said that the drive against the tax evaders be intensified for realization of the tax arrears. Veeri also suggested for engagement of trained medical assistants in the rural areas devoid of medicare facilities on the pattern of ReT scheme. M. A. Bukhari said that steps should be taken to set up industrial units in Poonch and Rajouri districts to provide employment to the educated un-employed youth. He suggested filling up of the vacant posts in the government departments to mitigate the un-employment problem. N. A. Gurezi demanded special allocations for the development of remote areas especially Gurez and Telal while as Mohammad Aslam Khan demanded electrification of un-electrified and de-electrified areas besides focusing on agriculture sector for upliftment of farmer community. G. A. Mir while appreciating the budget proposals thanked Central Government for liberal funding under various centrally sponsored schemes for road connectivity, health, education, power and tourism sectors. He said that the budget indicates the concern of the government to contain the growing problem of unemployment in the state. Kanta Andotra demanded speeding up of construction work of Rs 32 crore toll plaza at Lakhanpur. She also demanded early selection of class IV employees at district level.
Qaiser Jamshed Lone demanded stipend for unemployed educated youth. He said that the posts for absorbing BUMS degree holders should be created in the ISM department.
Sharief-ud-Din Shariq said that the public sector units guaranteeing job to thousands of people should be saved from sickness and measures be taken for their revival. He said that the targets for realization of taxes should be fulfilled and drive against tax evaders intensified.
Syed Bashir Ahmad appreciating the budget said that efforts have been made to attend hitherto neglected areas. He said that the allocations made for various sectors be judiciously utilized to yield better results.
