Pak refugees blame PDP, NC for scuttling grant of citizenship rights?

JAMMU, Feb 26: Leaders of displaced families from Pakistan occupied Kashmir and Pakistan, settled in Jammu for the last 60 to 64 years, continue to blame the Kashmir centric political leaders for the plight of the refugees.
While those from POK are upset over the prolonged raw deal being meted out to them, those from Pakistan are worried over the inordinate delay in the grant of citizenship rights to them. These leaders have stated that during the last 60 years they have been clamouring against denial of citizenship rights and against the
step motherly treatment being meted out to them.
The Association of Pakistan refugees have stated that it is travesty of fate that their wards are neither eligible for seeking education in professional colleges within Jammu and Kashmir nor entitled to seek jobs in the state Government departments.
Prior to the rise of militancy their wards could be recruited in the Armed Forces and the Paramilitary forces on the basis of the certificate from the Association President. But after the rise of militancy related violence the concerned authorities in the Army and the paramilitary forces demand citizenship certificates in order to be sure about the bona fides of the applicants.
While blaming the Kashmir centric political parties, like the National Conference and the PDP, these Refugee leaders said that had the NC and the PDP been interested the two could lend support to an amendment to the state constitution that could guarantee citizenship rights to them. But being opposed to it both NC and the PDP have scuttled any move by the Panthers Party or the BJP or even the Congress to get the constitution amended.
Explaining it these leaders said that since for amending the constitution there was need for a two-third support for the amendment bill in the st ate legislature and it could be possible only if the NC and the PDP supported it.
