Jammu contributes more revenue, gets in return crumbs

JAMMU, Feb 26: The complaint of the people of Jammu province that they contribute more revenue to the exchequer but in return gets only crumbs is very genuine. The information tabled on the floor of the assembly by the finance minister on Saturday in response to a question of NPP's MLA and former minister Harshdev Singh establish that Jammu pays more tax, as compared to Kashmir. Jammu province tops in payment of various taxes, including GST, VAT, MST, stamp, registration and property taxes, according to the finance minister.
What do the figures presented by the finance minister reveal? The figures revealed that Jammu province contributed Rs. 12,4803.71 lakh more revenue in terms of taxes realization, as compared to the Kashmir Valley in 2010-2011. In 2009-10 as well, Jammu contributed Rs 99228.28 lakh more in terms of taxes realisation, as compared to Kashmir. Similarly, in the Excise and Toll Taxes realisation, Jammu contributed in 2010-2011 Rs 59495.88 lakh more revenue, as compared to the Kashmir valley. In 2009-2010 also, Jammu had contributed Rs 50131.54 lakh more, as compared to Kashmir Valley under the same head.
Likewise, the finance minister informed the House that in the financial year 2010-2011, Rs 19,6101.63 lakh was realized on account of GST/VAT, including entry tax MST, Passenger Tax, stamp and registration duty from Jammu province, while Rs 71397.92 lakh were collected from the Kashmir Valley under the same heads. He also informed the House that in 2009-10, Rs 161176.36 lakh were collected on account of these taxes from Jammu province, while only Rs. 61946.08 were collected from the Kashmir Valley. According to the finance minister, Jammu province also contributed more revenue on account of Excise Duty, Toll Tax and Entertainment Duty. It contributed Rs. 64517.28 lakh in 2010-11. As for Kashmir, it contributed Rs. 54870.82 lakh on account of Excise Duty, Toll Tax and Entertainment Duty in 2010-2011. He further informed the House that in 2009-2010 as well, Jammu province had contributed more revenue on account of these taxes and duties. Jammu province had contributed Rs. 54870.82 lakh and Kashmir Valley Rs. 4739.28 lakh.
The fact of the matter is that the people of Jammu province have been contributing more revenue to the state exchequer since October 1947. It is a different story that the rulers have never appreciated the people of this province. On the contrary, they, in collaboration with New Delhi, especially the Congress party which had shared, and continues to share, power with the Kashmiri leadership directly or indirectly, consistently and willfully jeopardised their legitimate rights and interests. It is disgusting that the Jammu-based Congress ministers, instead of looking after the genuine interests and needs of the people of this province, have willingly become a party to the discriminatory policies being evolved and ruthlessly implemented and say day in and day out that the future of the people of Jammu province is bright with the Congress party.
