SAC toothless in fighting 'bureaucratic corruption'

JAMMU, Feb 26: The state accountability commission (SAC) has proved to be a "toothless" tiger while dealing with cases against the corrupt bureaucrats.
Yesterday, PDP MLA Muzaffar Hussain Beig raised the issue in the legislative assembly and said that to weed out corruption, institutions needed to be strengthened.
In 90 per cent cases, ministers sign files in good faith. But in this House, he (the minister) is responsible for omission and commission, if any. So when we talk about corruption, it is not against anybody and any minister. But then he too is responsible.
There are bureaucrats like G N Qasba, who had cases pending against him but no action had been taken against him. Few days back, he was posted as commissioner of Srinagar Municipal Corporation (SMC).
A former registrar of cooperative societies, Qasba was indicted by SAC in a case for shielding a corrupt junior assistant who had fraudulently withdrawn Rs 50 lakh.
According to sources, in 1999, a cheque was issued in favour of Mohammad Yousuf Dar against the payment of certain works done by him but a junior assistant in the office of deputy registrar cooperative department, Muhammad Ayub Reshi had fraudulently withdrawn the money. Qasba was then additional registrar.
After the fraud came to light, the employee was placed under suspension by the then registrar vide order No Adm/JA-12/1480-82 dated August 7, 2001.
The order said Reshi would remain suspended till the probe against him was completed. He was attached to the office of additional registrar. However when Qasba became registrar of the cooperative society, he not only regularised Reshi but also ordered that his suspension period be counted as 'on duty'.
Sources said the role of Qasba also needed to be probed in this case.
Deep Singh, a social activist, who had also approached SAC in this regard, said despite direction from the anti-corruption body, no action was taken.
