"Constituent assembly of Jammu and Kashmir included none other than the members of National Conference (NC). No one would ever dare to contest against Sheikh Sahab. They rigged elections in 1987 leading entire state to disaster. They again managed elections in 1996. People would not dare to even think of contesting elections. We brought a change in the year 2002 with the help of the then Prime Minister Atal Bihari Vajpayee," Mufti said while addressing a mammoth rally at Khanpur in Nagrota. He said that credibility of 2002 elections reflects from the fact that even present Chief Minister Omar Abdullah lost to PDP's Qazi Afzal. "I have fought against NC stalwart Sheikh Mohammed Abdullah and I got Farooq Abdullah out of office just because of the administrative anarchy that was prevailing across the state at that time. I do not want conspiracy but I am intolerant to corrupt political system," added Mufti. He said that governance has collapsed. "There is no need to bring down this government; since you do not bring down government which is likely to get buried under the debris of its own wrong doings. They are non-serious and do not want to contribute towards the upliftment of people of Jammu and Kashmir," Mufti claimed. He referred to retired officers who have been given extensions and said that 70 to 80 odd of them despite being inapt are holding plum postings. Adhoc appointment orders are issued by Ministers from their pockets, alleged Mufti while adding that thousands of people have been appointed through backdoor. "The system has totally collapsed. Backdoor appointments have become routine in education, colleges, schools and rural development department. We brought transparency while the present dispensation has dealt a serious blow on all the institutions meant for keeping the system transparent," said Mufti. All the cases instituted in the State Accountability Commission (SAC) have been stayed by courts and government has preferred not to get the same speeded up, Mufti disclosed. He added that SAC was constituted by PDP-Congress coalition government. "We brought Lok Pal in J&K but could not create its investigation wing. Need of the hour is to have an investigation wing of SAC," Mufti opined. Taking a dig at Chief Minister Omar Abdullah, Mufti said that people were parroting a lot about revocation of AFSPA and Disturbed Areas Act (DAA) but nothing such happened. "There is serious conflict between what they say and what they practice," commented Mufti. He reminded the gathering about steps which PDP-Congress coalition took after taking over the reigns of power from NC-led government. He stressed that from the very earlier days of his political career, he has worked for betterment of masses and always dreamt of uprooting corrupt political and administrative systems. "Single line administration which was creation of Sheikh Mohammed Abdullah is non-existent. Not even a single meeting of the development boards has taken place during the last three years," said Mufti. Pointing towards recent exposure of some corruption cases- figuring involvement of some ministers, Mufti said that corruption has gone deep in the administration. "From where one can expect justice when office of the Chief Minister is under cloud", he observed and exhorted the people to support PDP to establish transparent and accountable system to give justice to all sections of the society. He said that State Accountability Commission (SAC) recently slapped a notice on Chief Minister Omar Abdullah. "An inquiry is already going on. This is unfortunate that Chief Minister is facing inquiries yet he is sticking to the chair. Caesar's wife should be above suspicion," Mufti said while adding that a man sitting at the top of power corridor is unlikely to get caught because he can influence probe or inquiry initiated against him. "We were just 16 in number in the year 2002 yet we took historic initiatives which include Srinagar-Muzaffarabad bus service, Poonch-Rawalkote bus service, revocation of draconian POTA and disbanding of notorious task force. The present dispensation is even today claiming credit for initiatives taken during our time," Mufti said. He credited PDP-Congress coalition government of restoring faith of commoners across Jammu and Kashmir in the democratic institutions as well as in the electoral system. Seeking support of people to change the present corrupt and inefficient system, Mufti said that credibility of National Conference (NC) led coalition regime has reached at its lowest ebb. "Prevailing anarchy and chaos in the state is result of the failure of the system", he said and made a reference towards remark of a high level central team that had visited Jammu and Kashmir after summer unrest in the Valley in the year 2010. "The high level central team had pointed out trust deficit and governance deficit as main reasons for alienation of the people", he said and regretted that the government during the last three years have been indulging into deceit tactics instead of addressing aspirations of the people. "Politics of our party is not only to attain power. Aim of our party is to restore lasting peace in this region," he said and pointed out that during its short span of three years PDP led regime had carved out a path of peace and development in the state. Mufti said that realization has dawned upon New Delhi that gun is no solution of the problem which has already become cancerous. He maintained that New Delhi has understood importance of dialogue and credit for this should go to erstwhile PDP-Congress coalition government which restored faith of common man of Jammu and Kashmir in democracy. Speaking on the occasion, former Deputy Chief Minister Muzaffar Hussain Beigh said that during the last three years, ruling elite has siphoned off whopping amounts sanctioned by Centre for various poverty alleviation schemes in the state. "It is all due to rampant corruption in the state that woes of poor have been mounting and funds sanctioned for their betterment and upliftment are being pocketed by those who are at the helm of the affairs", he said. Eminent doctor and spokesman of PDP Dr Sameer Koul in his address ridiculed state government for its claims of bringing peace, progress and prosperity during the last three years. General secretary of PDP Balbir Singh, Ved Mahajan, Choudhary Zulfikar, MLA, Abdul Gaffar Sofi, MLA, Nizamud Din Khatana, Rashid Malik, Kuldeep Sharma, Rashpal Singh, Falail Singh, Hussain Ali Wafa, Ashiq Hussain, Neeraj Sharma, Sansar Chand, Girdhari Lal, Rehmat Ali, Balwan Singj, Deepinder Kour, Mohinder Kotwal, Capt Anil Gour, RK Bali, Rajinder Singh Manhas, Suresh Sharma, Nadeem Khan, Prof Shohiab Malik, S Raina and others also spoke on the occasion. |
