Cooperative secretary rehabilitates two 'corrupt' general managers, overrules enquiry report | Taint in Anantnag Central cooperative Bank! Jan 25: Registrar submits report Feb 3: Accused posted incharge GM | | Early Times Report SRINAGAR, Feb 26: Commissioner/Secretary Cooperative Abdul Hamid Wani overruled adverse inquiry report against two General Managers of Anantnag Central Cooperative Bank (ACCB) and gave them prize postings. The then Registrar Cooperatives Mohammed Abbas had recommended names of both these mangers for being terminated from services under the state government's much hyped weeding out the corrupt campaign. These two General Managers namely Farooq Ahmad Khan, presently posted as General Manager in State Cooperative Bank (SCB) Srinagar and Javed Ahmed Bhat, presently posted as Incharge Anantnag Central Cooperative Bank (ACCB) have been accused of malpractices, seeking bribes, dissuading recovery initiatives and moral turpitude in an inquiry conducted by three member committee constituted by the government. The committee had recommended the cooperative department to take stern action against the delinquent officials. However, both have been rewarded with prize postings and one, Javed Ahmad Bhat has been posted in the same Bank where he has been accused of having committed fraud. The story unfolded with a complaint which was filed by transporters of Anantnag with Registrar Cooperatives in May 2011. After receiving the complaint, Registrar Cooperatives vide Letter no. RCS/SS/474-75 dated 23-06-2011 recommended commissioner/secretary Cooperative Abdul Hamid Wani for the termination of these two allegedly corrupt General Managers. He has clearly stated in his letter that General Manager ACCB Farooq Khan in league with some other officials had been pressuring loanees especially transporters to file an affidavit in the bank to the effect that they have not borrowed any loan from the bank. He had further added that the two bankers had promised the loanees that once they file the affidavits, they would be exempted from depositing rest of the amount. Registrar informed the Wani that despite being provided two opportunities to clear their position, the two General Managers preferred to turn deaf ear to the official communications sent to them. He also said that ACCB witnessed debt relief scam during the tenure of Farooq Khan and he alongwith many other officials were arrested in connection with the fraud. Following this adverse report, Commissioner/Secretary Cooperative Hamid Wani vide Govt order no. 41-Coop of 2011 Dated 25-08-2011 repatriated Farooq Khan back to SCB, Srinagar while Javed Bhat was attached with the office of Registrar Cooperatives (RC) Srinagar. Javed approached court of law and got this order stayed. In the meanwhile, Registrar Cooperatives ordered a detailed inquiry into the entire scam. Through an order no. 2 B&F of 2011 Dated 24-08-2011, a three member committee was constituted to conduct detailed inquiry. The committee consisted of Additional Registrar, General Manager (ACCB) and District Audit Officer (DAO). It was told to submit report within 15 days. The committee submitted report on 25-01-2012. The report is self-explanatory and gives a detailed account of wrong doings of the two managers. The enquiry was focused on the issues emerging out of the received complaint and it was decided to videograph the entire evidence. The enquiry revolved around wrong lending practices and loan recovery malpractices by Bank officials. Complainants confessed that bank officials had consistently resorted to corrupt and unlawful practices with special reference to the then General Manager Farooq Khan, assisted by other officials especially Javed Ahmed Bhat (Manager). Complainants stated that these bank officials used undue influence to obtain false statements and affidavits from the transporters to the extent of denial of availing of any loan facility from the Bank. They further alleged that these bank officials through their recovery team pressurized them for submitting dictated statements denying loan availments. The enquiry committee held the two bank managers responsible for creating chaos and undesirable atmosphere befitting the malpractices. However, Commissioner/Secretary Cooperative despite receiving this damaging report posted Javed Ahmed Bhat as Incharge GM of ACCB while Farooq is working as GM in SCB, Srinagar. |
