Govt.yet to develop shield against winter rigours | | | The 300 km long Jammu-Srinagar highway remained close for about three weeks, in phases, between December end and the middle of February 2012. About 21 Army personnel lost their lives in avalanches at two place in Kashmir's northern belt. Supply of essential commodities to people in the Kashmir valley and in the hilly belts of Doda and Kishtwar areas was affected because of suspension in the transport services between Jammu and Srinagar and between Jammu and Doda. Several thousand people were stranded in Jammu, Srinagar , Leh, Kargil for a number of days following the closure of road links that remained buried under snow.The state Government had to seek assistance from the Air Force for airlifting stranded passengers from Jammu to Srinagar, from Srinagar to Jammu, from Leh to Jammu and from Jammu to Doda. In the beginning of the weather related winter ordeals the power transmission system bet ween Jammu and Srinagar remained paralysed with the transmission lines having got snapped owing to heavy snow. Here again the Air Force authorities came forward to airlift power engineers and technicians for reparing the the snapped power transmission lines on the Pir Panjal mountain range. All these weather and snow related problems and difficulties,faced by people in Jammu and Kashmir this season, are not new. People have faced and are facing these weather related odds during the last several decades. In Fact even prior to 1947, when a civilian regime was installed, people in Kashmir used to remain cut off.Since majority of people had to remain within the valley as there was no need for them to travel to plains they used to prepare themselves for meeting the winter rigours. However, as a result of expansion in educational and job avenues a sizeable number of Kashmiris have been seen shuttling bt ween the valley and the plains. With marked improvement in the highway widening and renovating programme resulting in increased import of fresh vegetables from the plains people in the valley had bid adieu to the traditional system of prserving dry vegetables and fish for consumption during the winter season. As peoples' dependence on series of goods and eatables imported from neigh-bouring states increased one has been witnessing havoc once the highway remained closed even for a couple of days and the air services were disrupted. With peoples'demands, requirements and habits undergoing changes here is need for ensuring round the year and all weather road link between Jammu and Kashmir. The period when people in Kashmir used to live in isolation is over. An era is born in which people in Jammu andd Kashmir have the need for bigger interaction with people in other states. This calls for a review of the entire system of road connectivity between Jammu and Srinagar. Experts are of the opinion that the Mughal road, apartment from being time consuming journey,could not be considered as an all-weather road link with Kashmir. Since the experts have come to the conclusion that the proposed rail services between Jammu and Srinagar could be an all weather link there was need for executing the scheme aimed at constructing rail tunnels.But that should not encourage the Government to ignore the developmnt of road link with Kashmir. Besides this there was need for developing rod connectivity between Jammu and all hilly areas in the region. Develop the system to spare people of the winter ordeals. |
