SPL grants for bad pockets in next budget also: Rather | | | Early Times Report JAMMU, Feb 29: Minister for Finance and Ladakh Affairs, Abdul Rahim Rather today reiterated Government's resolve to provide equal opportunities of development and progress to the bad pockets and hither to neglected areas of the State adding that special scheme for development of these areas started from last year shall be further strengthened. Replying to a discussion on Private Members Resolution of Nazir Gurezi about granting Hill Development status to Gurez, in the Legislative Assembly, Rather said a special grant of Rs 100 crore has been earmarked in the current year budget for the development of bad pockets, adding that more funds would be earmarked in the next year's budget for this purpose. He said these special funds shall be over and above the funds available under district and state plan for this purpose. Rather said process of identification of deserving bad pockets is in full swing, due to which the funds earmarked for the purpose could not be utilized in full, he said first installment of funds has been released recently and Gurez, Machil, Kishtiwar, Dudu-Basantgarh, Bani in Kathua etc have been identified as bad pockets so far. He said the unspent funds on this account alongwith new allocation in next year's budget would be spent for the development of these pockets with full vigor. Rather dispelled the apprehension of Members that backward areas are not given fair treatment like urban areas for development adding that the new special scheme has been envisaged to bring backward and neglected areas into focus. "In fact the process of decentralization of powers through District Development Boards initiated by late Sher-i-Kashmir Sheikh Mohammad Abdullah in 1975 was only with this aim to provide equal opportunities of progress and development to all the areas including backward areas," Rather added. He said under Panchayati Raj system, the development of the backward areas would get fresh impetus as the panchayat Members would themselves fix priorities for the development of bad pockets. On getting assurance from the Minister, the Member later withdrew his motion and the amendments moved by some Members were also taken back. |
