Jammu, Feb 29: Boycott of Legislature proceedings by media in J&K for the last three days ended today with Speaker Mohammad Akbar Lone clarifying in the House that he did not intend to hurt the media while he commented on its functioning. Welcoming the media in the House Lone said he had respect and regard for media persons and it was only on account of some misunderstanding and communication gap that the situation arose and they stayed away from the Legislative proceedings. He asserted that sanctity and sacrosanct position of the House was supreme and it was for everyone to maintain the credibility of the institution.
The reconciliatory efforts by government and some members in the opposition to make 'peace' with media fraternity and ensure their presence in the Legislature finally fructified in the afternoon when the media persons on dharna at Press Club were approached by fresh 'emissaries' from the House, including MLA Langate Engineer Abdul Rashid that Speaker wanted media to be back in the Assembly with the assurance that he would clear his views about the comments he made. The impasse continued till afternoon as the media persons this morning staged dharna outside the Assembly complex following which they moved to Press Club where some senior editors and the Management of the Press Club too extended full solidarity with the cause of the fraternity.
"The situation arose due to some misunderstanding and communication gap between us…I never meant to hurt you but you too did not understand what I intended to say ……I should not have used the word media control….it was a slip of my mouth but I regret that", Speaker Lone said while talking to media after he gave statement in the House. " Mujhey Yeh Gila Hay Ki Aapkey Dil Main Ranjish Paida Hui….Aap Mere Tak Voh Alfaz Nahi Pahuncha Sakay Jiski Vajah Say Yah Ranjish Paida Hui….Shayad Main Usi Vakt Tartib Say Vapas Bhi Leta…..Afsos Yeh Hai Ki Aaap Nay Bhi Thoda Tahamul Nahi Rakha…..(I have this pain and complaint that you nourished some bad feeling but you failed to convey this to me at that poit of time….had this been conveyed I would have probably taken my words back then only…but I regret that you too (media) failed to keep some patience…", Speaker said while talking to media in his chamber.
The Speaker also said he felt bad and regretted that it was due to him Chief Minister's speech (reply on motion on Governor's address on Feb 28) could not get media coverage ." Iskey Bavjood Unhoney zara Bhi Gila Nahi Kiya …….(despite this CM did not express annoyance what so ever", Lone said adding he deeply regretted the role of those who tried to project media boycott in a wrong way to create wedge between House and media.
Making a statement in the House, he maintained that he has all along t wanted and tried to have good and cordial relations with the media , he asserted "I am sure there is nothing bad in my heart about the media representatives. However, in the statement he maintained media persons needed to perform and cover with a sense of responsibility while the session was on, observing that sometimes the proceedings of the House were being published in a distorted and misrepresented character. "While welcoming my friends in the Press Gallery I would like to remind them that what I said is confined to the House and the Galleries only as is provided in the rule I have quoted above. I never meant to hurt them at all and feel that some misunderstanding has cropped in their minds which I think has now no scope at all" , he added.
The Speaker while applauded CPI(M) legislator M Y Tarigami, Panthers Party MLA Harshdev Singh, Independent MLA Er, Rashid, Political Advisor to Chief Minister Devinder Singh Rana and Direction Information Farooq Renzu Shah for what he termed as their constructive role in ending the deadlock.
"The publication of false or distorted, partial or injurious report of debates or proceedings of the House or its Committee or wilful misrepresentation or suppression of speeches of particular members, is an offence of the same character as the publication of libels upon the House, its Committees or members; and the persons who are responsible for such publication are liable to be punished for a breach of privilege or contempt of the House", Lone said while reading out some rules .
He further said at various occasions the Ministers and the members approached him with the plea that the media does not publish news based on facts and such a tendency tarnishes their image among the minds of the general masses. "Isn't it imperative on the part of the Media to adhere strictly to the rules of the House strictly in accordance with the factual position….. The media trial has no doubt its own importance in the system but it should be bases on mutual respect. In case there is any doubt in their minds while publishing any news item they can by all means approach the concerned quarters to receive their version as well or get it rectified/corrected by my Secretariat.
Lone also appealed the Members to behave responsibly to ensure the credibility of this institutions at all costs as this House is supreme for all the pillars of the system and has to be respected in the same spirit." While welcoming my friends in the Press Gallery I would like to remind them that what I said is confined to the House and the Galleries only as is provided in the rule I have quoted above. I never meant to hurt them at all and feel that some misunderstanding has cropped in their minds which I think has now no scope at all."
