Early Times Report

Jammu, Mar 1: A deputation of 10+2 lecturers (direct recruits), led by Dr Kishore Sharma, today called on Secretary School Education, Farooq Ahmad Factoo and submitted a memorandum containing some burning issues.
These lecturers briefed the Secretary with regard to the difficulties being faced by the direct recruits like implementation of gazetted recruitment rules providing 50:50 ratio and strict verification of degrees and certificates before issuing regularization orders so as to check the invalid degrees.
They also urged the Secretary to follow strictly the standing rules of promotions, scrutinization of service books and leave accounts of different incharge lecturers likely to be confirmed by impartial experts.
The deputation asked for proper check of service book leave records of the incharge incumbents for the verification as to what extent they have availed leave during the attainment of their post-graduate degrees.
The practice of giving restrospective effect to the incumbents who have not worked in the cadre for the period and requested the authorities to refrain from such practices which result into the demoralization of other members of the community.
The deputation hailed the State Cabinet decision but also stressed that the menace of fake degree holders must be checked and 10+2+3 pattern of education set by UGC must be taken into account. Past practice of promoting and confirming incharge lecturers beyond 50 percent quota is creating a total confusion and unrest not only among the working cadre but also among the unemployed qualified youth of the state.
Also the standard of education will be maintained only if equal treatment is given to both the direct recruits and departmental candidates. The deputation included Zaker Hussain, Dr. Krishan Charak, Shashikant Lakhanpal, Akhter Hussain, Abrar Ahmad and Dr Amit.
