Live stock population of J&K reaches 109.86 lakh: Ajaz

JAMMU, Mar 1: Total livestock population of the Jammu and Kashmir is 109.86 lakhs, out of which, 71.78 lakhs in Jammu, 31.63 lakhs in Kashmir and 6.45 lakhs in Ladakh. This was stated that Minister of State (MOS) for Animal Husbandry Ajaz Khan in reply to a question by Sheikh Ghulam Rasool on behalf of Vijay Bakaya informed the Legislative Council. Regarding artificial insemination and animal health care facilities, the Minister said the department is providing health care and breeding cover facilities to livestock population across the state through a chain of veterinary dispensaries, block level hospitals, artificial insemination centers and mobile dispensaries. He said that state has achieved 48.70 % genetic upgradation in cattle. But due to topography and field units, the artificial insemination coverage is comparatively inadequate in backward, hilly and remote areas of the state. Minister said that the High Pedigree Cross breed bulls are introduced at community level as natural service for genetic improvement in backward and remote areas of the state where the artificial insemination facilities are not possible. In reply to another question by Ravinder Kumar Sharma, the Minister said the delay in shifting of veterinary hospitals/poultry farm which is adjacent to sub-district hospital was due to the land identified in village Thanda Pani by revenue department was not found suitable. He said recently revenue department has identified an alternate site of 9 kanals and 5 marlas under Khasra No, 355 in village Bajwal Tehsil Sunderbani and the department would assess its suitability for the purpose.
Minister of State for Power, Shabir Ahmad Khan in reply to a question by Narboo Gialchan informed the House that the consumers of Leh district are being charged lowest tariff slab during the period they receive lesser number of electricity hours. He said in order to redress the grievances of the consumers of the Leh district with regard to electricity fee, the department has started the process of metering in the district. He said in spite of high cost of generation in the region, the revenue realized per domestic consumer per month up to ending January 2012 for the year 2011-2012 was Rs. 81.06 against Rs. 221.6 for other divisions of EM&RE wing Kashmir (excluding Leh and Kargil divisions). Minister said that the department has made its endeavor to provide electricity to Leh district at par with the rest of the state. Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar today informed the House that the government has submitted a proposal to Centre for increasing the wage rates up to Rs. 180 under MGNREGA. Minister was replying to a question by Dr. Bashir Ahmed Veeri in the Legislative Council. He said the wage rate for MGNREGA is fixed by Government of India not by the State Government. Regarding the total expenditure and funds utilized under the scheme, the Minister said for the year 2011-12 an amount of Rs. 609.82 crores have been made available under MGNREAGA for J&K, out of which Rs. 418.76 crores has been expended up to ending January 2012. He said during the same period Rs. 28.69 crores have been made available for Anantnag district under MGNREGA, out of which Rs. 26.18 crores have been expended up to ending January 2012.In reply to a question by Ch. Nizam-ud-Khatana, the Minister assured the House that a Thorough inquiry shall be made regarding the issue that some families of the Halqa Soaf-C (Kongamnag) have been benefitted under IAY more than once. He said the report of the inquiry will be presented in the House during the current session. Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar on behalf of R&B Minister informed the House that 14 major firms who were found not fulfilling requisite conditions have been debarred from further tendering in PMGSY in province till their ongoing commitments in PMGSY are over. The Minister was replying to a question by Syed Asgar Ali in Legislative Council here today. He said the concerned executive engineers were also directed to impose liquidate damages on the defaulting firms as per the terms of contract. He said since inception of PMGSY programme in Kishtwar district, there were impediments in its implementation due to land disputes, disputes in alignment, land acquisition and forest clearance. The Minister said for the completion of these projects, the department is vigorously pursuing with the executing agencies to complete the work at the earliest and is also pursuing with concerned agencies to remove bottlenecks of land, forest and court orders. In reply to a question by Sheikh Ghulam Qadir Pardesi, the Minister said that in view of the increased traffic intensity on Shalimar Harvan road, the widening of Srinagar-Harwan road has become necessary. He said there is no plan at the movement to widen the road. In reply to another question by Aga Syed Ahmad Rizvi, the Minister said the hydraulic and R&B division, Kargil have already been bifurcated.
